interesting to note is
that our own Attorney General, Ms. Reno attended. Who
knows what treats
we are in store for as far as domestic crowd & riot control
goes?
I received the following brochure from a source who
wishes to remain
anonymous along with the instructions to post it on the
computer networks
immediately. It concerns an upcoming classified
Conference at Johns Hopkins
University on Non-Lethal Technology and is sponsored by
Los Alamos
National Laboratory. The featured speakers are to be the
Nobel Laureate
physicist, Dr. Edward Teller; the Former Military Advisor
to President Bush,
LTG Richard G. Trefry, USA (Ret.), and the current
Secretary General of the
United States, Janet Reno. The conference is to be chaired
by Dr. John
Alexander, the Program Manager for Non-Lethal Defense,
Los Alamos
National Laboratory.
The brochure itself looks to be authentic and carried no
indication of being
in any way classified or restricted (if it is I guess I'll find
out soon enough).
If anyone can confirm this event I'd appreciate hearing
from them.

OBJECTIVE AND SCOPE
Non-lethal defense has emerged as a potent new means
of applying force
and giving commanders a wider array of options. The
purpose of a non-
lethal defense is to inhibit an enemies ability to prosecute
a war or engage in
other hostile actions. Non-lethal defense is an approach
that explores options
for attacking targets of strategic value, including
nontraditional foes such as
terrorists and international drug traffickers.
Non-lethal weapons offer new options to meet rapidly
changing security
requirements for the United States. These devices are
providing for the first
time a wide range of choices for planners negotiating the
drastically
changing security challenges confronting the United
States.
Non-lethal concepts are currently being developed by th
U.S. Army, Air
Force, Navy and Marine Corps. The focus is on providing
technologies that
support conventional operations and have applicability
across the continuum
of conflict. Many of these techniques are designed to
degrade the threat
infrastucture in support of parallel warfare objectives.
Different organizations have different approaches to the
concept of non-
lethal defense as well as use of different terminology. In
essence, non-lethal
defense is an emerging technological option being
developed conceptionally
with a sea of technical opportunity.
The purpose of this Conference is to bring together
industry, government
and academia to explore the potential of non-lethal
defense and identify
requirements so that the defense community can work
together in
leveraging the non-lethal concept. Industry, particularly,
will benefit from a
more precise understanding of requirements and
operational constraints
regarding non-lethal defense technologies. All attendees
will have the
opportunity to embrace a new perspective in
international relations.

A peice I wrote to a person, it may help some people out there...
Lady R.
Wellcome, and here is is you learn. if you have psi talent whic I dare say it
sounds as though you do, things that leave a presence offten effect the awaken
psi more than those with latent talents that sleeps. The governement is trying
to use to it's benifit yes, but to what extent I cannot say. I would hazzard to
say that you are awakened and in being so have begun to feel the psi that
pulses through our world. Called Psi Radiation, what is left of minds after
they die, and what people with sleeping talents give off from day to day life.
You have to learn to shield your self and seal your home as well...
But not like a metal sheild or a closed mind, it is open and yet the sheild
created filters out the " noise " and doens't effect one so badly, allowing
for a, as much as possible normal life, unless something strong interferes.
Also college campuses are not exactly healthy for a awakened psi. The place I
find is " psychically muddy" filled with much despair, desperation, anguish,
saddness, and stress, sometimes also angry colors as well. A tiring place that
can and does run people like us ragged.
This is what I is what I would like you to do, ( Mind you I am no guru,
nor expert, just speaking from experience )
People with psi must heal themselves in emotion, spirit, soul, heart and mind.
You cannot use your talents to it's potential if you have baggage you haven't
delt with. A good book for the start of self healing is called:
Way Of the Peacful Warrior, by Dan Millman
There are two books after this one, while I admit I have never read it, I have
seen what it has done for some dear people close to my heart. The results from
the reading of this series seems to have healing benifits.
You need a shield. Not an impregnible one or one you can't see around,but one
you that allows you to be safe within your own space in or out of the home.
Lesson 0: Leave what you believe, or think or believe you might think you know
about this relam for the moment and open your mind to new things for a time.
Lesson 1: All is not what it seems, and the world called Mother Earth is truly
alive with the life energy of the planet.
Lesson 2: The " Force " is a real thing, it is not some made up thing. We and
all things are connected through the life force of the planet. It is this which
psi and all other forms of metaphysics draws upon.
Lesson 3: You have within you 8 energy centers called chakras. The places upon
wich they dwell is this:
RED: The chakra upon which you sit. At your tail bone ( Primal Survival Chakra)
ORANGE: The chakra upon where sex organs are ( Primal Survival Chakra )
YELLOW: The chakra where the womb, bladder intestines are ( Primal Survial
Chakra)
GREEN: The Heart and Solar Plexis Chakra
BLUE: The Voice box and communications Chakra
INDIGO: The Third Eye Chakra
PURPLE: This one is centered directly in middle of the skull, called the Brain
center Chakra
WHITE: The chakra right above your head centered over the brain chakra.
Lesson 4: You always draw up from the earth to the " BEING ( GOD/DESS FIGURE of
your choice ) " above in clockwise motion. Never down from " BEING ( GOD/DESS
FIGURE of your choice), the reason being said that you might invite upon
yourself things or spirits from the relam above, where as the energy that flows
beneath us is the energy of the mother earth, pure and clean.
Lesson 5: Patience is the name of the game.
Lesson 6: Now you know and are ready to begin s-l-o-w-l-y! First relax, learn
to let your mind quite, leave if you must and go somewhere where there is
quiet, a beach or a lake, or in the woods or somewhere quiet. Just listen to
the world around you... let the days or nights happens just melt into the
Earth. Lay down if you want. Now placing your hands palms down flat on the
ground...Take Three Deep Breaths, In the mouth out the nose, pausing for a
count of three between inhaling and exhaling. Fill your lungs and feel your
heart beating. Try to feel the pulse in your chest and other parts of your
body. Do this until it becomes easy to do without hard concentration.
Lesson 7: WRITE DOWN YOUR DREAMS AND GET A GOOD DREAM DICTIONARY!
Lesson 8: Ok, after what I hope has been a couple of weeks of learning to relax
and breathing and getting to KNOW yourself. You are ready for the bubble
effect. Your body is like a battery, positve and negative poles. You can form
through you a bubble of energy from the " force " This can be used in time as a
shield, but first you have to learn how to build it, then you can add to it's
size, and what jobs you want it to do, or surround you.
Now remember up from mother earth, through you to the " All that Is ( as I call
it)" above your head....
Start with the breathing, in mouth and out nose, you can breath a little less
deeper after three so you don't get dizzy. Now place your hands wide apart,
palms facing eachother. Your arms should be resting at about a 90 degree angle
just about the bottom of your ribs or so. ( some people do have longer arms
than others ) Your hands should be about foot apart. Now imagine that your body
is a battery, ( by the way sit down on the ground or floor to fo this,
preferably indian style ) Mother Earth is one side of the connection, the " All
that Is" the other connection, like a flashlight.
Don't forget to do the breathing...
Ok now imagine mother earth connecting to you, amd through you each chakra
connect to the next, first Mother Earth to Red, then red to orange, then Red
Orange, Yellow, to Green, then Red, orange, yellow, green to blue to indigo to
purple to white....

I am not bragging here, and by all means I am not a expert, these are only
things I have observed about myself and things that I am aware of.. I thought I
would add it to answer one of the questions which tends to be " Who the Hell
ARE you?"

First psi is not a power it's an ability within the human being. but as
to the extent and capability of my own psi ability?
Well let's get started.... I will be sending something I give to all people who
write to me and want to to know how do I do it!
Let's start with the least and go to the strong
Emapthy: I was a good one about 4 years ago, but lack of knowledge and in
ability to deal with it, caused a burn out, or rather a receeding of the
ability. It has begun to surface again, but is very intermittent and very
unreliable.
Telepathy: I can " send loudly " so I have been told, but I can recieve very
little. Some time I do " hear " but very rarely and it's not a strong ability
Dream Precognition: Minor, intermittent... not reliable
Telekenesis: Well I either have Angles on my shoulders or it kicks in when I am
in danger. Proof of this is four car accidents where the car bent around me,
and I have no visual or physical damage..
Psychometry: Minor flashes, not very accurate, but enough to notice.
Awake Precogntion: Sometimes I know something is going to happen before it does
because I get a flash of what is about to occur... sometimes it's only
intuition and feeling, sometimes it's the full lenghth feature film.
Telepathy with animals: Decent, Animals think is picture and feeling
so it's easy to understand them if you take the time to listen, and they can
receive also...
Remote Viewing: Now this is my strongest talent. I have been to England, and I
have been to california.. with out BEING there. The mind had the ability to
fold time and space, this is what happens when remote viewing occurs.
I am 80 nto 90 percent accurate... so I have been told...
Using cards I get about 40 to 50 percent right... average I think

Okay, now for what little I can contribute. First the disclaimer. This data is
at least six years old, and may be EXTREMELY out of date. I have no
paperwork, or anything that would stand up in a court of law. ( Or even a
basketball court.).
During the Carter Administration, the upper echleons of the Western
Intelligence system were reorganized. The CIA was stripped of ACTIVE
covert operatives, and returned to its original task as a center for
information compilation, and analysis; they get all data from spy technology,
worldwide and create a on going database. Active HUMAN intelligence
training and missions were transfered over to Delta Command, which
includes military training and operations, in a full human resources
orgnizational grouping.
Durning this time all paranomral research and development programs were
removed from Military, Intelligence, and Academic control and placed under
the co-ordination and oversight of Strategic Tele-weapons Advanced
Research and Operational Development ( S.T.A.R.O.D. ), including the CIA's
Paranormal training and medical center ( designated CLINC during the
seventies, and recoded HOSPITAL, during the reorganization ) located in
Maine.
Substantial research and development was done accomplished, which
allowed natural psi-sensatives ( who worked for the government ) to bring
their talents to peak strength. The training NET included a standing
operation to recruit any and all persons exhibiting above normal paranormal
ability, and control.
Recruitment involved ( domestic U.S. ) sending low-level, regional low
sensative psi-individuals to all New-age, Pagan, and other public gatherings
and groups to test and "feel" for untrained, unrecruited individuals, who
would "involved" in the program.
Some time during the middle eighties, a group of trained, deep-intelligence
paranormals went rogue, refusing to use their abilities for Psi-esiponage.
This action caused the government to begin the development of anti-psi
technology, including the Suicide/Compulsion psychometry strategy (
telepathically saturating specific map locations with feelings of depression,
and feelings of helplessness, compelling ANYONE with untrained psi ability to
suicide.), the selective RF bombardment tactic ( sychronizing low level
electro-magnetic fields and Radio Freceuncys to the molecular resonant
frecquency of the brain's neuro-receptors ), etc.,.
You can pretty much carry on the line of thought from here, with the data
provided in the Confrence agenda. The one that bothers me is the
Bioweapons and structural ceramics combined research out of Idaho. The
human body doesn't reject cermaic material. It looks like they want to
implant or possibly " improve" the human race.

Continuation of Lesson 8:
Now that you have gotten into sink as it were and the energy is humming through
you, feel the enrgy between your hands. You should be able to feel a resistance
between them, like when you have magents pushing away from eachother. That's
the energy bubble. Play with it, see how small or big you can make it,
experiment...
Lesson 9:
Putting the energy to rest ( turning off the flashlight )
Now that you have played enough with it... it's to put it away...
How do you turn it off? face your palms down and place them on the ground...
breath out 1 large fast deep breath. See the energy and you the battery
draining down into mother earth... you are switching off the battery power to
the " All that IS " or the light in the flashlight " and returning the excess
to miother earth.... now left your hands off the ground, snap your fingers..
this is a signal for the energies to go off and do what ever energies do... (
yes I know how this sounds... I must be nuts right? NOT!!!!) and to teach your
self when it's over... then shake oout your hands like you would to dry them
off from excess water... take another deep centering breath and look around you
to remember where you are... sometimes if you get into it too much you forget
where you were for a momnets time... happens to the best of us...
Lesson 10... You're done, and remember what I wrote to you, and try to get some
calming music, try to not listen to so much rap or hard rock, etc... a psi mind
needs calm...so does the body. Try Enya, Clannad, classical music, Kenny G.
That sort of thing, Oh some pop rock, contry music, and rock is ok, but not all
the time. Incense help too. Sandalwood, pepermint, cinnamon.. those are good to
clear the air as it were, so are plants...

1. How do you know if you have psionic abilities?
My husband says when your life consists of more than 75% coincidence, your
psychic.. Things you should pay attention to, When you know who is on the phone
and your just about to pick it up, dreams that come true is a form of
precognition. The best way to find out is to experiment.. and see what happens.
2. Does everyone have them?
I believe that everyone has them, but I also think that it is lattent
and sleeps in some and is awake in some.. but it's not always that easy to tell
who's psi is awake and whose is awake...
3. How do you know when a supposed psionic ability is real or not?
Test it... if it happens more offten than not, then it's an abilitiy
And 4... my favorite
How do I know whether I have the psi power...
It's not a power, like superman or the x-men... it's an ability within the
human mind that isn't always used.. remember we only use about 10 to 15% of our
brain capacity...
I am posting in response to the articles on government and psi. I notice there
hasn't been much response to those yet, I'm a little suprised, considering the
content of those articles.
First of all, I wanted to talk about one of the highly placed members of the
Avariy who called Gen. Stubblebineine "Gen. Spoonbender" and then trashed
Stubblebine's reputation and psi-tech. Later, however, the same source said that
he and John Alexander were "friends". I guess it's not so easy to trash
Alexander's reputation, seeing how he's so highly placed, (i.e. Director of
Non-Lethal programmes at Los Alamos National Labs, friends with the vice
president, etc. Not to mention he gave a speech at this classified conference..)
Notice how Alexandar is also on the board of psi-tech, though. Now why would
Alexander risk his reputation by associating himself with a company of con
artists? Anyone want to clarify this for me?
Also, about the little spiel about how the government is using satanic
rituals to contact non-human intelligences (NHI). The author concluded that
these scientists were feeding him misinformation, since they didn't come forward
to the New York Times or Nightline, and instead came to some obscure ufologist.
First of all, I don't think the New York Times is going to print something like
this without evidence. I don't think a reputable news orginzation is going to
spread this around on an anonymous tip. Another point against the scientists'
story is the fact that they continued to work on projects they considered
unethical. Since this has already ventured into the truly bizarre, isn't there a
possibility that the scientists did not HAVE the option to quit. Who knows...
It just seems to me there was an explanation for why the scientists did what they
did and not more. (Of course, if the government really did go that far, it's a
wonder they didn't catch even a small leak like that.) I don't know, this is
quite a strech, like most of the stuff posted in the alt.para groups. ANYONE
care to comment on these articles?

NON-LETHALITY: JOHN B. ALEXANDER, THE PENTAGON'S
PENGUIN

On April 22, 1993, both BBC1 and BBC2 showed on their
main evening news
bulletins a rather lengthy piece concerning America's
latest development in
weaponry - the non-lethal weapons concept. David
Shukman, BBC Defence
Correspondent interviewed (Retired) U.S. Army Colonel
John B. Alexander
and Janet Morris, two of the main proponents of the
concept (1). The
concept of non-lethal weapons is not new. Non-lethal
weapons have been
used by the intelligence, police and defence
establishments in the past (2).
Several western governments have used a variety of
non-lethal weapons in
a more discreet and covert manner. It seems that the
U.S. government is
about to take the first step towards their open use.
The current interest in the concept of non-lethal weapons
began about a
decade ago with John Alexander. In December 1980 he
published an article
in the U.S. Army's journal, MILITARY REVIEW, "The New
Mental Battlefield,"
referring to claims that telepathy could be used to
interfere with the brain's
electrical activity. This caught the attention of senior
Army generals who
encouraged him to pursue what they termed "soft option
kill" technologies.
After retiring from the Army in 1988, Alexander joined
the Los Alamos
National Laboratories and began working with Janet
Morris, the Research
Director of the U.S. Global Strategy Council (USGSC),
chaired by Dr Ray Cline,
former Deputy Director of the CIA (3). I examine the
background of Janet
Morris and John Alexander in more detail below.
Throughout 1990 the USGSC lobbied the main national
laboratories, major
defence contractors and industries, retired senior military
and intelligence
officers. The result was the creation of a Non-lethality
Policy Review Group,
led by Major General Chris S. Adams, USAF (retd.) former
Chief of Staff,
Strategic Air Command (4). They already have the
support of Senator Sam
Nunn, chair of the Senate Armed Services Committee.
According to Janet
Morris, the military attache at the Russian Embassy has
contacted USGSC
about the possibility of converting military hardware to a
non-lethal
capability.
In 1991 Janet Morris issued a number of papers giving
more detailed
information about USGSC's concept of non-lethal weapons
(5). Shortly after,
the U.S. Army Training and Doctrine Command at Fort
Monroe, VA, published
a detailed draft report on the subject titled "Operations
Concept for Disabling
Measures." The report included over twenty projects in
which John
Alexander is currently involved at the Los Alamos
national Laboratories.
In a memorandum dated April 10, 1991, titled "Do we
need a Non-lethal
Defense initiative?" Paul Wolfwitz, Under Secretary of
Defense for Policy,
wrote to Defense Secretary Dick Cheney, "A U.S. lead in
non-lethal
technologies will increase our options and reinforce our
position in the post-
Cold War world. Our Research and Development efforts
must be increased."
HOW LETHAL IS NON-LETHAL?
To support their non-lethal weapons concept, Janet
Morris argues that while
"war will always be terrible... a world power deserving its
reputation for
humane action should pioneer the principles of non-lethal
defense (6)." In
"Defining a non-lethal strategy," she seeks to establish a
doctrine for the use
of non-lethal weapons by the U.S. in crisis "at home or
abroad in a life
serving fashion." She totally disregards the offensive,
lethal aspects
inhereent in some of the weapons in question, or their
misuse, should they
become available to "rogue" nations. Despite her
arguments that non-lethal
weapons should serve the U.S.'s interests "at home and
abroad by projecting
power without indiscriminately taking lives or destroying
property (7)," she
admits that "casualties cannot be avoided (8)."
Closer examination of the types of weapons to be used as
non-lethal
invalidates her assertions about their non-lethality.
According to her white
paper, the areas where non-lethal weapons could be
useful are "regional and
low inensity conflict (adventurism, insurgency, ethnic
violence, terrorism,
narco- trafficking, domestic crime) (9)." She believes that
"by identifying and
requiring a new category of non-lethal weapons, tactics
and strategic
planning" the U.S. can reshape its military capability "to
meet the already
identifiable threats" that they might face in a multipolar
world "where
American interests are globalized and American presence
widespread (10)."
THE POTENTIAL INVENTORY
Janet Morris' "White Paper" recommends "two types of
life-conserving
technologies":

mechanical systems
from functioning. Amongst current technologies from
which this category of
non- lethal weapons would or could be chosen are:
* Chemical and bilogical weapons for their anti-materiel
agents "which do not
significantly endanger life or the environment, or anti-
personnel agents
which have no permanent effects (11)."
* Laser blinding systems to incapacitate the electronic
sensors, or optics, i.e.
light detection and ranging. Already the Army Infantry
School is developing
a one-man portable and operated laser weapons system
known as the
Infantry Self-Defense System. The U.S. Army's
Armament Research,
Development and Engineer Center (ARDEC), is also
engaged in the
development of non-lethal weapons under their program
called "Low
Collateral Damage Munitions" (LCDM). The LCDM is trying
to develop
technolgies leading to weapons capable of dazzling and
incapacitating
missiles, armoured vehicles and personnel.
* Non-lethal electromagnetic technolgies.
* Non-nuclear Electromagnetic Pulse weapons (12). As
General Norman
Schwartzkopf has told the U.S. Joint Chiefs of Staff, one
such weapons
stationed in space with a wide-area-pulse capacity has
the ability to fry
enemy electronics. But what would be the fate of enemy
personnel in such a
scenario? In a join project with the Los Alamos National
Laboratories and
with technical support from the Army's Harry Diamond
Laboratories, ARDEC
are developing High Power Microwave (HPM) Projectiles.
According to
ARDEC, the Diamond lab has already "completed a radio
frequency effects
analysis on a representative target set" for (HPM).
* Among the chemical agents, so-called supercaustics -
"Millions of times
more caustic than hydrofluric acid (13)" - are prime
candidates. An artillery
round could deliver jellied super-acids which could
destroy the optics of
heavily armoured vehicles or tanks, vision blocks or
glass, and "could be
used to silently destroy key weapons systems (14)."
On less lethal aspects the use of net-like entanglements
for SEAL teams, or
"stealthy" metal boats with low or no radar signature, "for
night actions, or
any seaborne or come-ashore stealthy scenario" are
under consideration
(15). More colourful concepts are the use of chemical
metal embrittlement,
often called liquid metal embrittlement and anti-materiel
polymers which
would be used in aerosol dispersal systems, spreading
chemical adhesives or
lubricants (i.e. Teflon-based lubricants) on enemy
equipment from a
distance.
ANTI-PERSONNEL NON-LETHAL TECHNOLOGIES
* Hand-held lasers which are menat "to dazzle," could also
cause the eyeball
to explode and to blind the target.
* Isotropic radiators - explosively driven munitions,
capable of generating
very bright omni-directional light, with similar effects to
laser guns.
* High-power microwaves (HPM) - U.S. Special Operations
command already
has that capability within their grasp as a portable
microwave weapon (16).
As Myron L. Wolbarsht, a Duke University opthalamist
and expert in laser
weapons stated: "U.S. Special Forces can quietly cut
enemy communications
but also can cook internal organs (17)."
* Another candidate is Infrasound - acoustic beams. In
conjunction with the
Scientific Applications and Research Associates (SARA) of
Huntingdon,
California, ARDEC and Los Alamos laboratories are busy
"developing a high
power, very low frequency acoustic beam weapons." They
are also looking
into methods of projecting non-diffracting (i.e. non-
penetrating) high
frequency acoustic bullets. ARDEC scientists are also
looking into methods of
using pulsed chemical lasers. This class of lasers could
project "a hot, high
pressure plasma in the air in front of a target surface,
creating a blast wave
that will result in variable but controlled effects on
materiel and personnel."
* Infrasound. Alrady some governments have used it as
a means of crowd
control - e.g. France.
* Very low frequency (VLF) sound (20-35 KHz), or low-
frequency RF
modulations can cause nausea, vomiting and abdominal
pains. "Some very
low frequency sound generators, in certain frequency
ranges, can cause the
disruption of human organs and, at high power levels, can
crumble masonry
(18)." The CIA had a similar program in 1978 called
Operation Pique, which
included bouncing radio or microwave signals off the
ionosphere to affect
mental functions of people in selected areas, including
Eastern European
nuclear installations (19).
JOHN ALEXANDER
The entire non-lethal weapon concept opens up a new
Pandora's Box of
unknown consequences. The main personality behind it
is retired Colonel
John B. Alexander. Born in New York in 1937, he spent
part of his career as
a Commander of Green Berets Special Forces in Vietnam,
led Cambodian
mercenaries behind enemy lines, and took part in a
number of clandestine
programmes, including Phoenix. He currently holds the
post of Director of
Non-lethal Programmes in the Los Alamos National
Laboratories.
Alexander obtained a BaS from the University of
Nebraska and an MA from
Pepperdine University. In 1980 he was awarded a PhD
from Walden
University (20) for his thesis "To determine whether or
not significant
changes in spirituality occur in persons who attended a
Kubler-Ross
life/death transition workshop during the period June
through February
1979." His dissertation committee was chaired by
Elizabeth Kubler-Ross.
He has long been interested in what used to be regarded
as "fringe" areas.
In 1971, while a Captain in the infantry at Schofield
Barracks, Honolulu, he
was diving in the Bemini Islands looking for the lost
continent of Atlantis.
He was an official representative for the Silva mind
control organisation and
a lecturer on Precataclysmic Civilisations (21). Alexander
is also a past
President and a Board member of the International
Association for Near
Death Studies; and, with his former wife, Jan Northup, he
helped Dr C.B. Scott
Jones perform ESP experiments with dolphins (22).
PSI-TECH
Retired Major General Albert N. Stubblebine (Former
Director of U.S. Army
Intelligence and Security Command) and Alexander are
on the board of a
"remote viewing" company called PSI-TECH. The
company also employs
Major Edward Dames (ex Defence Intelligence Agency),
Major David
Morehouse (ex 82nd Airborne Division), and Ron
Blackburn (former
microwave scientist and specialist at Kirkland Air Force
Base). PSI-TECH has
received several government contracts. For example,
during the Gulf War
crisis the Department for Defense asked it to use remote
viewing to locate
Saddam's Scud missiles sites. Last year (1992) the FBI
sought PSI-TECH's
assistance to locate a kidnapped Exxon executive (23).
With Major Richard Groller and Janet Morris as his co-
authors, Alexander
published THE WARRIOR'S EDGE in 1990 (24). The book
describes in detail
various unconventional methods which would enable the
practitioner to
acquire "human excellence and optimum performance"
and thereby become
an invincible warrior (25). The purpose of the book is "to
unlock the door to
the extraordinary human potentials inherent in each of
us. To do this, we,
like governments around the world, must take a fresh
look at non-traditional
methods of affecting reality. We must raise human
consciousness of the
potential power of the individual body/mind system -
the power to
manipulate reality. We must be willing to retake control
of our past,
present, and ultimately, our future (26)."
Alexander is a friend of Vice President Al Gore Jnr, their
relationship dating
back to 1983 when Gore was in Alexander's Neuro-
Linguistic Programming
(NLP). NLP "presented to selected general officers and
Senior Executive
Service members (27)" a set of techniques to modify
behaviour patterns
(28). Among the first generals to take the course was the
then Lieutenant
General Maxwell Thurman, who later went on to receive
his fourth star and
become Vice-Chief of Staff at the Army and Commander
Southern Command
(29). Among other senior participants were Tom
Downey and Major General
Stubblebine, former Director of the Army Intelligence
Security Command.
"In 1983, the Jedi master (from the Star Wars movie -
author) provided an
image and a name for the Jedi Project (30)." Jedi Project's
aim was to seek
and "construct teachable models of behaviorable/physical
excellence using
unconventional means (31)." According to Alexander the
Jedi Project was to
be a follow-up to Neuro-Linguistic Programming skills.
By using the
influence of friends such as Major General Stubblebine,
who was then head
of the U.S. Army Intelligence and Security Command, he
managed to fund
Jedi. In reality the concept was old hat, re-christened by
Alexander. The
original idea which was to show how "human will power
and human
concentration affect performance more than any other
single factor (32)"
using NLP skills, was the brainchild of three independent
people; Fritz
Erikson, a Gestalt therapist, Virginia Satir, a family
therapist and Erick
Erickson, a hypnotist.
JANET MORRIS
Janet Morris, co-author of THE WARRIOR'S EDGE, is best
known as a science
fiction writer but has been a member of the New York
Academy of Sciences
since 1980 and is a member of the Association for
Electronic Defense. She is
also the Research Director of the U.S. Global Strategy
Council (USGSC). She
was initiated into the Japanese art of bioenergetics, Joh-
re, the Indonesian
brotherhood of Subud, and graduated from the Silva
course in advanced
mind control. She has been conducting remote viewing
experiments for
fifteen years.
She worked on a research project investigating the effects
of mind on
probability in computer systems. Her husband, Robert
Morris, is a former
judge and a key member of the American Security
Council (33).
In a recent telephone conversation with the author (34),
Janet Morris
confirmed John Alexander's involvement in mind control
and psychotronic
projects in the Los Alamos National Laboratories.
Alexander and his team
have recently been working with Dr Igor Smirnov, a
psychologist from the
Moscow Insitute of Psychocorrelations. They were
invited to the U.S. after
Janet Morris' visit to Russia in 1991. There she was
shown the technique
which was pioneered by the Russian Deparment of
Psycho-Correction at
Moscow Medical Academy. The Russians employ a
technique to
electronically analyse the human mind in order to
influence it. They input
subliminal command messages, using key words
transmitted in "white noise"
or music (35). Using an infrasound very low frequency-
type transmission,
the acoustic psycho-correction message is transmitted via
bone conduction -
ear plugs would not restrict the message. To do that
would require an entire
body protection system. According to the Russians the
subliminal messages
by-pass the conscious level and are effective almost
immediately.
C.B. SCOTT JONES
Jones is the former assistant to Senator Clairborne Pell
(Democrat, Rhode
Island). Scott Jones was a member of U.S. Naval
Intelligence for 15 years, as
well as Assistant Naval Attache, New Delhi, India, in the
1960s. Jones has
briefed the President's Scientific Advisory Committee,
and has testified
before House and Senate Committees on intelligence
matters. After the navy
he "worked in the private sector research and
development community
involved in the U.S. government sponsored projects for
the Defense Nuclear
Agency (DNA), Defense Intelligence Agency (DIA) and U.S.
Army Intelligence
and Security Command." He has been head of the
Rockerfeller Foundation
for some time and chairs the American Society for
Psychical Research (36).
BIRDS OF A FEATHER
Alexander and C.B. Jones are members of the AVIARY, a
group of intelligence
and Department of Defense officers and scientists with a
brief to discredit
any serious research in the UFO field. Each member of
the Aviary bears a
bird's name. Jones is FALCON, John Alexander is
PENGUIN.
One of their agents; a UFO researcher known as William
Moore, who was
introduced to John Alexander at a party in 1987 by Scott
Jones, confessed in
front of an audience at a conference held by the MUTUAL
UFO NETWORK
(MUFON) on July 1, 1989, in Las Vegas, how he was
promised inside
information by the senior members of the AVIARY in
return for his
obedience and service to them. He participated in the
propagation and
dissemination of disinformation fed to him by various
members of the
AVIARY. He also confessed how he was instructed to
target one particular
individual, an electronics expert, Dr Paul Bennewitz, who
had accumulated
some UFO film footage and electronic signals which were
taking place in
1980 over the Menzano Weapons Storage areas, at
Kirtland Air Force Base,
New Mexico. As a result of Moore's involvement, coupled
with some
surreptitious entries and psychological techniques,
Bennewitz ended up in a
psychiatric hospital.
Just before the publication of my first paper unmasking
two members of the
AVIARY (37) I was visited by two of their members
(MORNING DOVE and
HAWK) who had travelled to the U.K. with a message
from the senior ranks
advising me not to go ahead with my expose. I rejected
the proposal.
Immediately after the publication of that paper, and with
the full knowledge
that myself and a handful of colleagues knew the true
identities of their
members, John B. Alexander confessed that he was
indeed a member of the
AVIARY, nicknamed PENGUIN. The accuracy of our
information was further
confirmed to me by yet another member of the AVIARY,
Ron Pandolphi,
PELICAN. Pandolphi is a PhD in physics and works at the
Rocket and Missile
section of the Office of the Deputy Director of Science and
Technology, CIA.
In his book, OUT THERE (38), the NEW YORK TIMES
journalist Howard Blum
refers to "a UFO Working Group" within the Defense
Intelligence Agency.
Despite DIA's repeated denials (39), the existence of this
working gorup has
been confirmed to me by more than one member of the
group itself,
including an independent source in the Office of Naval
Intelligence. The
majority of the group's members are senior members of
the AVIARY: Dr
Christopher Green (BLUEJAY) from the CIA (40), Harold
Puthoff (OWL) ex-
NSA; Dr Jack Verona (RAVEN) (DoD, one of the initiators
of the DIA's Sleeping
Beauty project which aimed to achieve battlefield
superiority using mind-
altering electromagnetic weaponry); John Alexander
(PENGUIN) and Ron
Pandolphi (PELICAN).
The mysterious "Col. Harold E. Phillips" who appears in
Blum's OUT THERE is
none other than John B. Alexander.
John Alexander's position as the Program Manager for
Contingency Missions
of Conventional Defense Technology, Los Alamos National
Laboratories,
enabled him to exploit the Department of Defense's
Project RELIANCE "which
encourages a search for all possible sources of existing
and incipient
technologies before developing new technology in-house
(41)" to tap into a
wide range of exotic topics, sometimes using defense
contractors, e.g.
McDonnel Douglas Aerospce. I have several reports, some
of which were
compiled before his departure to the Los Alamos National
Laboratories when
he was with Army Intelligence, which show Alexander's
keen interest in any
and every exotic subject - UFOs, ESP, psychotronics, anti-
gravity devices,
near death experiments, psychology warfare and non-
lethal weaponry.
John Alexander utilises the bank of information he has
accumulated to try to
develop psychotronic, psychological and mind weaponry.
He began thinking
about non-lethal weapons a decade ago in his paper "The
New Mental
Battlefield." He seems to want to become a "Master." If
he ever succeeds in
this ambition the rest of us ordinary mortals had better
watch out.

My own reading of Howard Blum's book "out there"
suggests that John
Alexander is probably *not* the mysterious "Colonel
Phillips" cited by Blum,
unless biographical details were deliberately scrambled.
The book
"Warrior's Edge" by Alexander, Morris and Groller states
"In 1956 he
<Alexander> entered the U.S. Army as a private and
retired thirty-two years
later as a colonel." Colonel Phillips' bio from "Out There"
on the other hand
says ...born 1941, Sioux City, Iowa; graduated University
of Southern Illinois,
engineering degree and ROTC; entered the Army as a
first lieutenant and
decided to become a carreer officer..."
Probably not the same guy.

Thank You for explaining a key motivation in one of the
main factors
that have affected my life for more than 10 years. It is
strange how
when one is part of master plan how well implemented
compartmented
security can be.
Don't worry. Everything will be all right. They cannot
succeed. They
have and will continue to win some battles but, they will
lose the
overall confrontation. But, you must also continue your
efforts, do not
become complacent, you are part of the solution.
In fact, given the center of their research and
development, and based
on where we are currently located, there is an eerie irony
to all of this.
They do not know that we are already right under their
noses, within
their reach, but they cannot touch (psi) us.
Okay, now for what little I can contribute. First the
disclaimer. This data
is at least six years old, and may be EXTREMELY out of
date. I have no
paperwork, or anything that would stand up in a court of
law. ( Or even a
basketball court.).
Proving this in court is unnecessary.
During the Carter Administration, the upper echleons of
the Western
Intelligence system were reorganized. The CIA was
stripped of ACTIVE
covert operatives, and returned to its original task as a
center for
information compilation, and analysis; they get all data
from spy technology,
worldwide and create a on going database.
Active HUMAN intelligence training and missions were
transfered over to
Delta Command, which includes military training and
operations, in a full
human resources orgnizational grouping.
Another beautiful peace of irony.
Durning this time all paranomral research and
development programs were
removed from Military, Intelligence, and Academic
control and placed under
the co-ordination and oversight of Strategic Tele-weapons
Advanced
Research and Operational Development ( S.T.A.R.O.D. ),
including the CIA's
Paranormal training and medical center ( designated
CLINC during the
seventies, and recoded HOSPITAL, during the
reorganization ) located in
Maine. Substantial research and development was done
accomplished,
which allowed natural psi-sensatives ( who worked for
the government ) to
bring their talents to peak strength. The training NET
included a standing
operation to recruit any and all persons exhibiting above
normal paranormal
ability, and control.
Even together they are much less potent than they think
they are.
Recruitment involved ( domestic U.S. ) sending low-level,
regional low
sensative psi-individuals to all New-age, Pagan, and other
public gatherings
and groups to test and "feel" for untrained, unrecruited
individuals, who
would "involved" in the program.
Some time during the middle eighties, a group of trained,
deep-intelligence
paranormals went rogue, refusing to use their abilities for
Psi-esiponage.
This action caused the government to begin the
development of anti-psi
technology, including the Suicide/Compulsion
psychometry strategy (
telepathically saturating specific map locations with
feelings of depression,
and feelings of helplessness, compelling ANYONE with
untrained psi ability to
suicide.), the selective RF bombardment tactic (
sychronizing low level
electro-magnetic fields and Radio Freceuncys to the
molecular resonant
frecquency of the brain's neuro-receptors ), etc.,.
They missed.
You can pretty much carry on the line of thought from
here, with the data
provided in the Confrence agenda. The one that bothers
me is the
Bioweapons and structural ceramics combined research
out of Idaho. The
human body doesn't reject cermaic material. It looks like
they want to
implant or possibly "improve" the human race.
There is not enough time left for them to implement this
on a wide
scale; nothing to worry about.

Unfortunately, I cannot get into Finland to get at my mail,
and I don't
remember who it was. Sorry.
What follows is a frightening (if long winded) text I found
on Paranet a few
days ago -- I put it all together and posted it here in
Traverse City, which is
where my preface was directed, so don't none of ya take
any offence at the
/dev/nul stuff!
I am posting this somewhat long-winded crosspost for
the *sole* benefit of
those who are concerned about the Ed Dames/John
Alexander/Janet Reno/Al
Gore connection. The connection is well-known. The
principals are well
documented.
There *is* an outfit named PSI-Tech. Ed Dames and John
Alexander *are*
involved with it. What it does is also a matter of public
record. Janet Reno is
also publicly connected to John Alexander (eg, the recent
"Non-Lethal
Warfare" conference).
When the facts are examined, the blood runs cold.
I will acknowledge that there is a bit of a signal-to-noise
ratio issue
concerning this post. Once the implications of the
arrangement are carefully
considered, however, it is amazing that *any* fact has
become available to
mere mortals.
Anyone wishing to further discuss this with me may do
so at any of my

The Aviary, the Aquarium, and Eschatology

Eschatology:
1: The branch of theology concerned with the final events
in the history of
the world or of mankind.
2: A belief concerning death, the end of the world, or the
ultimate destiny of
mankind; specifically any of the various Christian
doctrines concerning the
Second Coming, the resurrection of the dead, or the Last
Judgement.
As more than a casual observer of contemporary ufology,
I've recently
become aware of a what could be a significant new twist
in popular
perception about UFOs. For many, UFOs are not the
manifestation of
extraterrestrial intelligence, but instead, are a
metaphysical phenomena -- a
manifestation of spiritual entities. Many
abductees/contactees are now
characterizing their "unusual personal experiences" in a
religious or
metaphysical context.
As an unabashed secular humanist, I am skeptical of
these claims. But there
are several aspects of the metaphysical interpretation of
the UFO
phenomenon that should be considered before rejecting it
out of hand.
Admittedly, a lot of what follows is based on rumor,
hearsay and
circumstantial evidence. Much is derived from numerous
phone calls from
Dan Smith, whose religious beliefs regarding the UFO
phenomenon have
induced a messianic zeal to "spread the Word."
These calls have provided a flurry of information on what
I have previously
termed "fringe" beliefs, as well as providing the names
and backgrounds of
the birds who comprise the Aviary. According to Dan,
who undoubtedly is
privy to a wealth of accurate, though not widely known
UFO information, this
data is being released through him due to the grave
concern by high
government officials about impending metaphysical
catastrophe - the
eschaton, or the end of the world.
Mr. Smith first came to my attention after the "Aquarium
Conspiracy" article
(see inset) was disseminated to computer bulletin board
systems in the
Spring of '93. In this article, Smith and Rosemary Ellen
Guiley, directors of
the Center for North American Crop Circle Studies,
warned of an
"eschatological emergency, "the reaction of various
organizations--both
inside and outside the government, and their attempt to
establish a network
of spiritually advanced individuals, the "Aquarium," to
assist the Aviary in
dealing with this crisis.
The "Aquarium Conspiracy" by Dan Smith and Rosemary
Ellen Guiley
"In the beginning there was eschatology--the branch of
theology dealing
with the end times. Dan, having spent many years first
studying physics and
then metaphysics, came to the conclusion that the
scientists have been
looking at the world upside down. Mind, not matter, is
the foundation for all
realities. Moreover, the materialist paradigm was in
danger of imminent
collapse, being subverted on the inside by its own
contradictions, and on the
outside by the growing body of evidence for the
paranormal. Creating and
maintaining a reality is no easy game. It requires a lot of
magic, and a lot of
conscious critters like ourselves who are pretty good at
collective self-
deception. Fortunately-- or perhaps unfortunately--our
particular reality
game has about reached its natural conclusion, and we
are waking up to the
fact that mind and matter are not separate. We are
undergoing an exciting
but stressful revolution in our collective consciousness.
This revolution, or
global spiritual emergency, will bring upheavals and
overloads in our global
consciousness that will impact the material Earth for
better or worse, and
may quickly get out of control. We also will be opening
up to other realities
that will be impacting us as well. Our present very tidy
sense of reality and
its boundaries is due to become much more fluid and
permeable. Every
spiritual tradition takes very seriously its prophesies
about the end of the
world, but for the first time we are seeing these
prophesies turning into
believable predictions of earth and reality changes. That
is how Dan fell from
physics into eschatology. After experiencing numerous
slammed doors
among his former scientific colleagues, he decided that
the most logical place
to find fellow eschatologists would be in various
intelligence agencies and
among investigators of the paranormal. Dan next
addressed how to
communicate about the eschaton. Even a small hint that
the government is
worried about the end of the world might start a chain
reaction of panic,
which could possibly serve as a trigger for the eschaton.
On the other hand,
people inside the government might be wanting to set up
a kind of civil
defense network vis a vis the eschaton, and so they
would be looking for
people on the outside who could much more freely
network among the
general public. An important link in the communication
chain is what has
become known as the Aviary. This is the final link next to
the public
network, and so it must be heavily disguised by its own
surrealistic smoke
screen. The Aviary functions best by amplifying people's
own
misconceptions about the paranormal. It does this by
helping to overinflate
individual pieces of the puzzle so that particular
investigators get pushed
further into their own blind alleys. People are encouraged
to be so distracted
by the trees that they fail to see the forest. This
cacophony by people looking
for truth in all the strangest places provides an excellent
cover for the
deadly serious business of clearing the decks and
battening down the
hatches for the eschaton event. It is like a Manhattan
Project going on
behind the scenes of alien grays and praying mantises
having sex with
humans. However, this eschaton conspiracy is being
orchestrated by higher
powers, and we don't mean the Committee of 300. Very
few of the people
even near the center of the orchestration have a clear
picture of what is
coming down, but they do know that something is coming
and that they will
have front row seats. The Manhattan Project relative to
the eschaton is a
global civilian network of people who will serve as a
lightning rod for the
cosmic energies coming in during the consciousness
revolution. They will be
looking to channel these energies into expanded realities.
Thus, they will
provide a degree of protection for those people who can
find their places
alongside the network. Outside of the network there will
be greater levels of
trauma and confusion. The pieces of the network are
already in place, the
remaining task is to properly activate and link the pieces
into a critical mass
of awareness. This last step is now underway. This is how
an Aviary helps to
spawn an Aquarium, and how birds learn to swim. The
Aquarium is our
business, and we are working to reach people who are
ready to be activated
in the consciousness revolution."
I was intrigued after reading the "Aquarium Memo"
because it implied that
the authors had cultivated sources within the intelligence
community. The
only question was whether this information was accurate
or bogus. I drafted
a response and uploaded it to Don Allen, moderator for
the FIDO UFO
conference, requesting that he forward it to Dan Smith.
Several days later, I
received the first of many calls from him.
Since Smith had alluded to his close contacts with the
Aviary, most of my
questions centered around this mysterious group of
alleged UFO insiders
comprised of scientists, military personnel, and
inteligence analysts. Dan's
primary contact with this group is "Pelican" who
reportedly mans the "Wierd
Desk" (UFOs,etc) at CIA. While Pelican's main job with the
CIA's Directorate of
Science and Technology is to monitor foreign
technological developments,
Pelican also tracks millennial/eschatological communities,
"entering a
twilight zone where psychic techniques are being
generated by humans and
other entities," says Smith.
According to Smith, UFOs are primarily a
psychological/metaphysical
phenomenon which are both preparing us and pressuring
us to develop our
own psi abilities. Not that UFOs are a single type of entity,
Smith asserts that
there are "powers and principalities" at work --
presumably supernatural
entities like angels and demons.
Furthermore, he said that a radical program of
parapsychological research
and development is currently underway near Los
Alamos, New Mexico. This
group's development of psychokinesis, and psychotronics
(a term used to
denote psychic warfare techniques) represents a danger
of eschatological
proportions. "These techniques have been available, but
controlled,
throughout history. Now, other entities are forcing the
issue," said Smith.
During the course of our first conversation, Smith was
unable to provide
much proof of his claims. He reported that his
governmental sources "hinted
at" an eschatological emergency. To prove the evil intent
of the entities
involved, he referred to reports of human mutilations in
the Amazon which
have been officially attribbuted to drug dealers, but
according to his sources,
were committed by these evil entities. When I asked why
the CIA was
interested in eschatology, he replied that the
ramifications of the eschaton
event represented a serious threat to national security,
and thus, fell into the
parview of the intelligence agencies.
Smith also revealed that the eschatological issues he
raised related directly
to the Biblical prophecies of the book of Revelations.
I thanked Mr. Smith for the call, and invited him to keep
me abreast of
future developments. With the addition of demons,
angels, "black magic,"
psychotronic technology, and assorted spooks working at
cross purposes, my
already strained credulity was pushed a bit further.
The Aviary
Dan proceeded to call me regularly. Each call provided
tantalizing snippets of
information -- some simply incredible at first hearing,
but with confirmation
on some of the data coming in from disparate sources all
across the country.
Naturally, my curiosity centered around the identities
and activities of the
Aviary. I suspect that many believe the Bird People to be
cogs in a giant
conspiracy to manage the public's perception of UFOs. Not
necessarily so,
according to Smith. Far from being a well-funded,
omnipotent secret society
of the guardians of UFO data, the Aviary is nothing more
than an ad hoc
group of highly-placed "UFO buffs."
Initially, the factor that seemed most important was that
Pelican was being
so forthcoming -- presumably with the knowledge and
consent of his
superiors at CIA. This in itself forced me to conclude that
there are two
possible motives for all this apparent glasnost:
1. There is indeed an eschatological emergency as
described by Dan Smith,
i.e. fulfillment of biblical prophesy with attendent
catastrophes; and/or
2. There is a new twist to the ol' UFO debunking game,
capitalizing on new-
age mysticism and millennial "apocophilia."
Frankly, I lean towards the second explanation. After all,
Smith himself
described the Aviary as "amplifying people's own
misconceptions about the
paranormal. It does this by helping to overinflate
individual pieces of the
puzzle so that particular investigators get pushed further
into their own
blind alleys." I've personally been occupied by this
ongoing saga for many
months -- a "blind alley?" I wish I knew, but in either
case, Pelican's
involvement in this affair raises the ante significantly.
Has something changed? Could we really be facing
biblical "End Times?" As I
mentioned previously, I would have laughed-off such
suggestions a few
months ago. However, Smith's references to "out of
control" psychotronic
research proved to be more substantive than I first
realized.
The Aviary is believed to be comprised of:
Bruce Maccabee (Seagull) - Well-known Naval
photograhic expert who
verified the authenticity of the Gulf Breeze photos, a
MUFON consultant and
member of the Board of Directors of the Fund for UFO
Research.
Hal Puthoff, PhD. (Owl) - Physicist with the Institute for
Advanced
Research in Austin, Texas who specializes in Zero-Point
Energy, a quantum
phenomenon that could provide "free energy." Puthoff
was once involved in
remote-viewing experiments at the Stanford Research
Institute.
Dale Graff (Raven) - Performed contract oversight for the
DIA at Wright
Patterson AFB. Most recently, Graff was the chief of the
DIA's Defense
Technology/Special department. Rumored to be an
abductee, and involved in
"black magic" and psychotronic programs at Los Alamos,
but fired recently
by DIA. Smith says that Graff is the head of the "military"
UFO working
group at Los Alamos.
Jack Vorona (bird name unknown) - Vorona is apparently
the most covert
of all the Birds. He is believed to have been a liason
between Capitol Hill and
Los Alamos. Was once involved in Project Sleeping
Beauty, an attempt to
disable enemy troops using electromagnetic radiation.
Vorona has recently
"vanished," and his present whereabouts are unknown.
Richard Doty (Falcon) - Former AFOSI agent. Directly
involved in the
Bennewitz affair, and the attempt to funnel UFO
information (or
disinformation) concerning UFO briefing documents for
the President to
Linda Moulton Howe. Allegedly responsible for leaking
bogus UFO reports
while in AFOSI at Kirtland AFB. Currently employed by
the New Mexico state
police stationed in Dulce, New Mexico.
Christopher "Kit" Green MD, PhD. (Bluejay) - Pelican's
predecessor at the
"Wierd Desk" at CIA. According to Smith, Green at one
time had autopsy
reports and photos of a UFO that crashed in a foreign
country. Dr. Green is
currently the chief of the Biomedical Sciences Dept. for
General Motors. The
CIA awarded him the National Intelligence Medal for his
work on a classified
project during the period 1979 to 1983.
Robert Collins (Condor) - Former Captain, USAF. Involved
in the Bennewitz
affair, and probably participated in the scheme (with
Richard Doty) to
release UFO information/ disinformation to Linda
Moulton Howe at Kirtland
AFB.
Ernie Kellerstraus (Hawk) - While working at Wright
Patterson AFB in the
'70s, he along with Bob Collins and Dale Graff are said to
have
supplied information to William Moore. Kellerstraus is
rumored to have lived
with an alien for a while (?), and is probably the source
for the story
concerning the aliens' preference for "strawberry ice
cream".
Scott Jones (Chickadee) - Well-connected, well-funded
(by Laurence
Rockefeller) head of the Human Potential Foundation.
Former aid to Sen.
Claiborne Pell, who has had a long-standing interest in
UFOs and the
paranormal. Jones is a MUFON Consultant with numerous
highly placed
government sources who consistently finds "no interest
by government in
UFOs."
Bill Moore - (bird name unknown) This former Minnesota
school teacher
may have initiated a new regime in regards to ufology by
the publication of
"The Roswell Incident." This in itself may have been the
single event that
began the stripping away of decades of well-guarded UFO
secrecy. His
involvement in the Aviary seems to be either one of
active coordination of
the other Birds, or simply as a dupe, such as in the
Bennewitz affair.
John Alexander (Penquin) - Former colonel in Army
Intelligence (INSCOM).
Rumored to be involved in the Army's UFO research.
Member of the board of
directors of Psi Tech. Currently, head of "non-lethal"
weapons program (see
"Secret Conference" article) at Los Alamos. Said to be
briefing Vice President
Gore on the UFO phenomenon and psi projects.
"Pelican," PhD - Pelican is a physicist with the CIA's
Directorate of Science
and Technology, who mans the "Wierd Desk" (UFOs, etc)
at CIA.
Apparently, it is Pelican who provided the bulk of the
information that
Smith tirelessly passed on. Smith says that Pelican has
received some heat
from his superiors for becoming so visible due to the AIR
#1 report on Bruce
Maccabee's relationship to the CIA.
Psi-Tech
Psi-Tech is a private company that claims to provide its
clients remote
viewing services. Remote viewing is the act of psychically
perceiving places
or events at a distance. These techniques were learned
during his stint with
the US Army's Intelligence and Security Command
(INSCOM), according to
Major Ed Dames (ret.) , president of Psi-Tech, who
describes his operation
thusly (taken from a Psi-Tech brochure):

specialized proprietary
studies for science and industry on a contract basis.
PSI TECH consists of a select, technically qualified group
of professional
analysts who provide a unique data collection capability

private scientific
groups over the last two decades. Briefly stated, a
remote viewer is able to
locate and accurately describe things and events distant
in time and space.

investigative tool. Our disciplined team of experts
combines more than forty
man-years of applied remote viewing experience.
The rigorous target acquisition, data collection, and
analytic protocols that we
employ guarantee products and solutions of high value to

exploration of the assigned
target, breaking out (decoding) the target-associated
gestalt patterns of

Dames, a retired major in US Army Intelligence, is
apparently "being all that
he can be," bringing the skills he learned while in the
Army to the
marketplace. He claims that Psi-Tech has performed
these projects to date:

Deep Space Propulsion Systems; Clandestine Iraqi
Biological Weapons
Facilities (Gratis in support of the United Nations CBW
Inspection Team); A
Relook of the KAL Flight 007 Shoot- down; Atmospheric
Ozone Depletion -
Projected Consequences and Remedial Technologies; and
the Saint-Exupery
Crash Site.
I'm sure we'd all like to find out what Psi Tech's RVing
has discovered on
these events, however, Dames regrets to inform us that
this is "proprietary"
information gleaned under contract. This would be
interesting enough on its
own, but Dames claims that fully 60% of his company's
time is spent RVing
(remote viewing) UFOs!
Here are a few of Mr. Dames statements regarding UFOs
(from a phone
conversation with Dan Smith):
RV's of many UFO events are blocked by external agency,
(cosmic
censorship?).
UFO type viewing encounters two types of entities: aliens
and angels. Aliens
are more physical with quasi-physical type craft. They
are in trouble and
need our resources, which they take, and if humans are
involved they
recieve mental impressions to confuse what is really
going on. The angels
are policing these alien activities. The angels technology
is more concerned
with the mental and transcendental or metaphysical
domains.
Ed uses the terms ground zero or ground truth to refer to
a spot in SW US
where much of their work is done. The angels led them to
this spot,
indicating that it would be a good place for contacting
aliens, about 10 years
ago. Various forms of contact then occurred.
Dames discussed eschatological implications at some
length. His group gets
indications of unavoidable bad stuff in the next couple of
decades.
Deleterious climate changes, storms adversely effecting
agriculture. He also
foresees a quasi-public contact with UFOs near the
ground zero site, within
one and a half years (August, 1993). It would be an
ongoing contact, of a
prophetic sort with both Angels and Aliens involved. His
review committee
will work out possible coverage. He is not so concerned
about a global
spiritual emergency, as about the physical
(meteorological?) emergencies.
So there you have it... UFOs plus psychic adepts equals
End of the World.
Of course, one could dismiss Dames as a bunko artist
selling his $6,000-
$8,000 a week services to an affluent but gullible
clientele. But before
dismissing Dames' claims, readers should be aware of a
few other pertinent
facts. On the Psi-Tech board of directors are two fairly
high-level players;
General Albert Stubblebine (US Army Intelligence, ret.),
and Colonel John
Alexander (ret.) both formerly of the US Army's
Intelligence and Security
Command (INSCOM).
Stubblebine, former commander of INSCOM, gave a
presentation at the
International Symposium on UFO Research (sponsored by
the International
Association for New Science, Denver CO, May 22-25,
1992) on the subject of
"Remote Viewing as a Research Tool." In this
presentation, Stubblebine
described remote viewing:
"It is independent of time, OK? So I can go past, I can go
present, I can go
future. It is independent of locations, so I can go
anywhere on this earth. I
can go into any closet, I can go into any mind, I can
access that information
at any location that I choose."
On the subject of RVing UFOs, Stubblebine said:
"As far as UFOs are concerned, they can be accessed, they
can be tracked, we
have looked at the propulsion system for them, that's not
a hard job, you can
track them back to where they come from, whether they
come from a place
here on this planet or whether they come from a place on
another planet,
they are trackable and you can take a look inside as well
as outside, so again,
it is a tool that is available to be used for the UFO
research and I guess, I
guess that's the reason that I am standing on this
platform in spite of my
misgivings and feeling a little bit nervous like a tree in a
Lassie movie."
Stubblebine also claimed that his remote viewing of the
planet Mars had
revealed structures and machines operating both on and
below the Martian
surface.
Many suspect that John Alexander is the "colonel"
referred to in Howard
Blum's recent book, "Out There". In this book, Blum
described a group of
remote viewers in the Pentagon who frequently
encountered UFOs in their
psychic "sorties" to locate Soviet submarines. Alexander
seems to have an
extremely eclectic background -- he received a PhD. in
Thanatology (the
study of death and near-death experiences) from
Georgetown University
under the tutelage of the celebrated Dr. Elisabeth Kubler-
Ross. Apparently,
Alexander is a "mind-control" junkie, having studied
everything from Silva
Mind Control, to a stint in a Buddhist monastery.
When the National Research Council issued its findings
that there was no
evidence of paranormal phenomena, Alexander wrote a
critique of the report
that was both passionate and eloquent. In this rebuttal,
he compared the
report's apparent a priori conclusions to the Condon
Commission's report on
UFOs. Interestingly, Alexander is widely believed to have
been instrumental
in the Army's UFO Intelligence activities, and is rumored
to have assisted in
the investigation of the Cash/Landrum UFO-injury case.
In addition to his Psi-Tech work, Alexander currently
heads a research
project at Los Alamos, New Mexico, focused on "non-
lethal" military
technology. "Non- lethal" in the conventional parlance
refers to methods of
eroding an enemy's war-making capabilities without the
excessive death and
destruction that could possibly harden an enemy's
resolve to fight, or cause a
moral revulsion in our own population that could weaken
political resolve to
continue a war until U.S. military objectives could be
achieved. Wiping-out
enemy radars and communication electronics through
powerful
electromagnetic pulses (EMP) is one type of non-lethal
weapon, spraying
roads and railroad tracks with a super-slippery lubricant,
thereby paralyzing
transportation, is another.
Alexander has been mentioned almost synonomously
with non-lethal
weapons technology in many mainstream news reports,
including a lengthy
piece in the Wall Street Journal. He is also rumored to be
a candidate for an
Undersecretary of Defense appointment in the Clinton
administration.
Surprisingly, Army Intelligence RV operations has
become married, literally,
with some prominent figures in UFO abductions research.
Albert Stubblebine
is now married to Dr. Rima Laibow, whose scholarly
paper on the abduction
phenomenon was the first (as far as I know) to address
the issue in the
mental-health community. John Alexander is now
married to the former
Victoria Lacas, Dr. Laibow's close associate.
This list of strange bedfellows gets even stranger when
you add the name of
CSETI founder and head honcho, Steven Greer, M.D., into
the mix. As it turns
out, Greer, whose modus operandi incorporates shining
blinking lights and
laser beams at UFOs in the hopes of establishing
communications with the
ufonauts, was trained in remote viewing by Ed Dames. In
fact, it was Dr.
Greer who introduced Stubblebine at the Denver
symposium.
So, what we have so far is that several former high-
ranking military
personnel (Stubblebine, Alexander,and Dames) who were
involved in
"psychic" research while in Army Intelligence, and who
are now actively
involved in the UFO research community. Further, Dames
has staked his
company's professional reputation on the prediction that
an overt contact
with aliens will occur in the Four Corners area by August
of 1993. Naturally,
August came and went without incident.
One of ufology's more cogent analysts, who is convinced
of the reality of
remote viewing based on his own personal search, told
me that Dames'
activities had resulted in the successful discrediting of
both UFOs and remote
viewing. Was this the plan all along or is Dames just a
charlatan?
"Black" Projects
Dan Smith explained that the reason that so much
information was being
disseminated was due to the eschatological implications
of the psychotronic
research underway at covert government research
facilities.
It would seem unlikely that this type of technology is
currently feasible.
After all, if the government had access to psychotronic
weapons, why didn't
they induce Saddam Hussein to stroll naked through the
streets of Baghdad,
asking his subjects to admire his new clothes; or simply
cause a major blood
vessel in his brain to burst?
But Smith sincerely believes that such technologies are
being developed,
specifically under the guise of "non-lethal" weapons
research, such as that
headed by John Alexander. Smith says, point-blank, that
this technology is
nothing less than "black magic."
Supposedly, this business is taken so seriously at upper
echelons that the
Secret Service retrieved all of the bloody bandages
discarded after Ronald
Reagan was wounded in an assassination attempt, lest the
president's blood
be used in a "black magic" ritual that could influence his
behavior. I suppose
this story is somewhat more credible after the
revelations concerning the
Reagan's "court astrologer."
According to Dan Smith, use of these psychotronic
techniques entail a
perilous threat to democracy -- potentially, a type of
instantaneous mass
mind control to program a pesky proletariat -- and
worse.
These claims should be taken into context of published
papers on the ability
to induce auditory sensations through microwave
bombardment at certain
frequencies. In Alexander's book, "The Warrior's Edge"
(with Morris and
Grollier), he states matter of factly that remote viewing
and psychokinesis
are not only real, but have predictable, practical
applications. Indeed, the
focus of the book is how to utilize mind control
techniques to achieve an
advantage over one's adversaries.
There's absolutely no telling what Cold War ethics
combined with unlimited
budgets and zero accountability could have wrought in
terms of
Frankensteinian scenarios. To ellucidate this point, I
present this extract
from a paper by Ray Boeche, a Lincoln, Nebraska,
theologian and Fortean
researcher.
"To all interested researchers:
The following is an edited version of material given to me
in late 1991 -
early 1992, by two scientists who claim to be working in
weapons research
and development for the Department of Defense.
I am not in a position to comment on the truthfulness or
accuracy of the
information. The two men who have spoken to me do, in
fact, exist,
and for all intents and purposes seem to be who and
what they claim. The
very nature of the claims makes verification difficult, if
not impossible.
Divulging this information was the result of a moral
dilemma, when these
two individuals, both Christians, became alarmed at the
course their research
efforts into psychotronic weapons was taking under the
direction of their
(unnamed) superiors. They described an obsessive effort
to contact and
attempt to control what they referred to as "non-human
intelligences" (NHI),
and to harness these NHI for military and intelligence
uses.
The efforts had progressed well past attempts at practical
applications of
David Bohm's theories, and had grown to encompass the
use of, according to
their statements, "satanic rituals / ritual magic along the
lines of that
espoused by Aleister Crowley, including human
sacrifices."
These gentlemen stated their concerns that, even when
they were
apparently able to harness or channel these forces or
abilities for "good"
uses, the force would "turn," and ultimately all of those
subjects involved
suffered varying degrees of negative effects from contact
with these forces.
They are convinced that what is being tapped into in all
instances is evil, and
that this research should cease.
Contact has continued on a limited basis, with no new
information of
significance forthcoming."
After speculation as to the physics of the paranormal,
Boeche sums up the
startling details he received:
Information given, but not allowed to note during
meeting: Discussion of
individuals killed during psychotronic weapons
experiments.
1. Male, white, 25-30 yrs., allegedly death by remotely
induced cardiac
arrest.
2. Female, white, 20-25 yr., allegedly death by remotely
transmitting and
creating head trauma equivalent to crushing of right
anterior portion of the
skull.
3. Male, white, 30-40 yrs., allegedly death by remotely
controlled
suffocation.
Setting was in a laboratory environment. Alleged victims
were wired for EEG
& EKG, seated in reclining chair, somewhat similar to
dentist's chair.
In efforts to establish contact with non-human
intelligences, every avenue is
being explored. Satanic rituals involving human sacrifice
have been
performed. Much study is/has been given to writings of
Crowley.
Bentwaters experiment was the projection of an actual,
physical three-
dimensional object, which could and did interact with its
environment, but
was create and controlled by individuals involved in this
research.
No project names were given because the sources were
too concerned that a
leak would be traced back to them."
Mr. Boeche used the term "scripted" (i.e. slow enough to
allow for copious
note-taking, except when he was asked to cease writing
during the
descriptions of the psychotronically induced deaths) to
describe the
presentation delivered by the two putative DoD scientists.
In my
communications with Mr. Boeche, he was at a loss to
explain why the two
DoD scientists were still working on projects they found
to be morally
repugnant, and if they really wanted to blow the whistle
on this activity,
why did they reveal it to an obscure ufologist and not the
New York Times or
"Nightline." I have to agree with Boeche's assessment that
the story is
probably disinformation for some unknown purpose.
The only question here is -- what could the motivation
be?
The story related by Ray Boeche is supported by Dan
Smith's thesis, i.e.
humans are messing with forces that are getting out of
control, perhaps with
disastrous consequences. According to Smith, these
"sorcerer's apprentices"
are going at it hot and heavy at government
psychotronics labs in or near
Los Alamos, New Mexico.
It has been rumored that there have already been
several high-level
meetings between those who are concerned about secret
psi/UFO programs
and representatives of the Clinton administration.
According to one rumor,
Pelican met with Jack Gibbons, the White House Science
Advisor. Gibbons is
reported to have responded that "the President shouldn't
touch this topic
with a 10-foot pole." Instead, meetings concerning these
"black" psi/UFO
projects have been channeled through the Vice-
President's office under the
cover story of "alternate energy sources." There have also
been meetings
with Senate Intelligence Committee Chief of Staff, Dick
DiAmato, who is said
to be interested in the ongoing strangeness at Area 51.
Variations on this rumor have John Alexander as the
contact with the Clinton
administration. This makes a certain amount of sense, in
that Alexander
knows Al Gore from his days as a Senator, when he
taught several
Congressmen, including Gore, some basic Neuro-Linguistic
Programming
techniques.
Interestingly, the subject of "Presidential Haircuts" may
be connected to this
affair. It has been independently reported to me that Mr.
Clinton had
another delay on the tarmac in Los Alamos, after his tour
of high-tech
research facilities in the area. This was just days before
the LAX / Christophe
incident. The inference from this is that either the
President's hair must
grow very fast, or else highly secure meetings are
occuring on airport
runways (presumably Air Force 1 is bug-free).
A Conversation with Pelican
In order to give Pelican an opportunity to confirm or
deny the eschatological
scenario presented by Dan Smith, I gave him a call.
Readers who expect
dramatic revelations will be disappointed, although
Pelican did provide some
interesting tidbits.
First, he sounded much younger than I expected. Second,
he had a very
sharp sense of humor (I had to laugh out loud several
times during the
course of our conversation). I limited my questions to the
subjects of
eschatology and the Aviary. His answers seemed
forthright -- he didn't seem
stressed to avoid any particular topic, and I found him to
be quite
convincing.
My first question dealt with with Dan's statements
concerning dangerous
"black" programs that were out of control. Curiously,
Pelican responded that
"Dan isn't cleared for that kind of information" -- not
exactly a repudiation of
Dan's story.
Pelican did admit that he talks to Dan frequently -- about
physics. When I
told him that Dan had been claiming to be a "conduit" for
semi-official
information from him, Pelican rather ambiguously stated,
"He may very well
be doing that... I talk to him once in a while and we share
information. I
really don't tell him anything that's classified or work-
related... he certainly
isn't functioning in the role of a conduit for me."
I quoted Dan Smith's statement to the effect that "the
best place to find
fellow eschatologists was in the intelligence agencies," to
which Pelican
responded "he didn't find any here" at CIA.
I inquired about the status of psychotronic weapons
research. Pelican was
dismissive of the entire subject, calling it "modern-day
shamanism." He also
stated that psychotronics is only taken seriously in
countries like Russia and
China that do not have the rigorous peer-reviewed
scientific establishment
such as in the U.S.
I raised the subject of Psi Tech, and Ed Dames' risking his
company's
reputation on his prediction of an overt alien contact in
the Chaco Canyon
area by the end of August '93. "What reputation? It's a
joke... the only
paying customer Psi Tech has ever had was Dan Smith
himself, who gave Psi
Tech $3,000 to remote view a crop circle being made,"
Pelican responded. I
asked about the high-level personnel on Psi Tech's board
of directors like
Stubblebine and Alexander. Pelican was dismissive of
Stubblebine,
recounting that Stubblebine's nick-name was "General
Spoonbender," due to
his belief in psychic phenomena. Pelican holds Alexander
in considerably
higher regard, however, stating, "he's a friend of mine."
Next, I asked about the Aviary. According to Pelican, the
Aviary is nothing
more than the product of the somewhat-deranged mind
of "Falcon," retired
Air Force Captain Robert Collins, who worked in Foreign
Technology
Assessment in regards to missile technology -- not AFOSI
as is widely
believed. Pelican said that Collins was discharged from
the Air Force after
breaching the security perimeter at the Manzano nuclear
weapons storage
facility at Kirtland AFB.
When taken into custody by base security, Collins told
them he was there "to
meet the President." He was discharged shortly thereafter
(Dan says that this
incident was orchestrated by Bill Moore, with the hapless
Collins left twisting
in the wind).
Soon after his discharge, Collins began mailing letters
"...with my real name
and address on the outside, and my codename on the
inside," said Pelican,
who considered these mailings such a hoot that he posted
them on his office
wall for the entertainment of his CIA colleagues.
All in all, an interesting conversation, but I was (as the
reader undoubtedly
is now) more confused than ever.
Of course, nobody is shocked any more by government
denials that turn out
to be less than truthful, but as I said before, Pelican was
very convincing. He
reiterated Dan Smith's proviso that I keep his name
confidential -- not to
keep him from being deluged by UFO kooks, but rather,
so he wouldn't
receive unwanted attention from foreign agents -- a
condition that I'll honor,
even though Pelican's real name is already well known to
researchers
following this story.
Alien Eschatology
Against this flurry of phone calls, rumors, denials, and
confirmations,
HUFON's own abduction research has uncovered an
eschatological angle. It
seems even the abductors are getting on the eschatology
band-wagon with
abductees reportedly meeting (or at least perceiving)
God, Jesus, dead
relatives, and the like, often with dire warnings
concerning "the end of the
world."
Senior HUFON abductions investigator Dale Musser does
not take these
accounts at face value, nor does he reject them outright.
Musser had this to
say about "spiritual" aspects of the abduction
phenomenon:
"This theory is one held by a number of abductees. Most
of these abductees
have been told by the abductors that the aliens have the
right (implication of
a divine nature) to do the things they are doing to the
abductees. That they
are here to save the earth (exact means of doing this vary
from subject to
subject) and to help us. Usually the abductee is told they
were "chosen" and
are made to feel important because of this selection.
Often they are told that
at a later date they will 'know what to do,' or they will
"understand when
the time is right." The true nature of the beings
themselves is never
explained, but left to the individual to determine. Many
believe them to
possibly be angels, or other entities, in service to a deity.
There does not
seem to be any clearly defined message, nor are the
messages consistent
from one abductee to another.
"There are several problems with this theory from an
investigative
standpoint. First there is even less proof for their
statements than for the
abduction itself. The vagueness of the messages certainly
does not relate to
trying to convince us of their concern about the issues.
Second, the means
and methods of relaying the messages have the lowest
probability of
achieving results. Third, the messages given are usually
interpreted after an
event has occurred rather then before, therefore, one
never knows for sure
if that's what was truly intended. Most events predicted,
or messages
conveyed which are to be understood later, almost never
happen, and those
that do are subject to question. Fourth, the religious
significance of the
abductors is usually relevant to the belief system of the
abductee. It is not
universal to all abductees.
"It would appear the abductors 'access' the belief system
of the abductee and
play back a scenario that will be acceptable to the
abductees and make them
more cooperative. If the individual is Judeo-Christian, the
aliens and their
purposes will appear to fit within that system. If the
subject is a Buddhist,
the scenario will be within that belief system. However
this is not always
true. In one case, an abductee (who was Christian) was
presented with a
totally pagan and mythical belief scenario. A mistake, or
a test? Who
knows?
"What we do know is that there does not appear to be
any consistency to
information in these events other than making the
individual believe the
abductors are here on some sort of divine mission. It is
interesting to note
that atheists seldom have encounters where they are
presented with
religious scenarios. Often they are presented with the
idea the aliens are
here to help us prevent the same fate which supposedly
befell their own
world. It is hard to believe there is any truth to these
spiritual connections
and beliefs when so many differing ones are presented,
some in conflict with
the other. The conclusion one could draw from the data
presented is
"whatever works, they will use."
So, the abducting entities can't seem to keep their stories
straight. One
would expect at least consistency from advanced alien
beings, heavenly
angels or demons from hell -- whatever they may be.
Novelist Whitley Strieber, whose abduction experiences
are described
vividly in his non-fiction books, "Communion" and
"Transformation"
recounted that when he asked the entities what they
were up to, they
responded "We recycle souls." He too was shown "lessons"
concerning a
catastrophe affecting the earth.
Strieber, who has become "alienated" from organized
ufology due to his
refusal to categorize the entities he encountered as
extraterrestrial aliens,
can only characterize the phenomenon as "not a dream,
not a hallucination,
and not real - something else."
Which brings me back to the subject at hand: what is
going on?
In a word, confusion. There seems to be no correlation
between the
perceived abduction events and Dan Smith's
eschatological emergency
caused by the practice of "black magic." Smith does seem
to be hedging his
bets at times. He has told me that the eschaton event
could be a "benign
eschaton," consisting of a universal and positive shift in
human behavior due
to Revealed Truth. I could go for that...
Just as occurred in the waning days of the year 999,
when millennialism
swept through Europe causing a virtual societal
breakdown, today there is a
growing millennialist movement where many of the
faithful foresee a period
of catastrophic "Earth changes," and Armageddon, the
fulfillment of biblical
prophesy.
Fundamentalist Christians eagerly await this disaster
because it will usher in
a thousand-year kingdom of Jesus on Earth.
New-Age channelers are also getting into the act with
messages from angels/
avatars/aliens warning of imminent "Earth changes"
along with warnings
against gun control, Zionism, the "New World Order," and
other right-wing
paranoid delusions.
When considering these claims, one would be remiss in
not pointing out the
upsurge in reports of Blessed Virgin Mary (BVM)
sightings, and other
paranormal events of religious significance to the
experiencers. As with the
many New Age channeled messages, many of the
reported Marion locutions
warn of "Earth changes" and the "End Times." Starting in
1981, the most
spectacular and long-lasting BVM visitation (with scads of
witnesses to the
"miracles") occurred in Medjugorje, on the Adriatic coast
of Bosnia
Herzegovinia, now one of the most horrifi hell-holes on
the planet. So much
for the positive spiritual effects one might expect from
from such beatific
locutions. Maybe things just aren't what they seem.
Anyone familiar with UFO-abduction accounts is forced to
conclude that
weird things are happening or at least being perceived as
happening by
large numbers of otherwise sane, functional peopIe. Some
of these
abductions reports are so bizarre, and with so many
similarities to BVM
encounters, that many thoughtful researchers have
abandoned the
extraterrestrial hypothesis in favor of the metaphysical
or interdimensional
hypothesis.
Dr. Jacques Vallee has even incorporated the high
strangeness of these
events into his comprehensive catalogue of close
encounters under the rubric
of "reality transformation."
As author/futurist Arthur C. Clark is quoted as saying,
any sufficiently
advanced technology will be indistinguishable from
magic. David Mayo took
this concept a step further when he stated that if
advanced technology
appears to be magic, then technology an order of
magnitude beyond that
could have the appearance of nonsense to our primitive
simian brains.
But if there really is such a thing as "black magic," and
government scientists
are experimenting with it, I suspect that they could be
blindly running the
same risks in dealing with such unknown forces as the
19th-century
scientists who thought nothing of casually handling
radium and other
radioactive materials.
With the clock inexorably ticking off the seconds until
midnight, December
31, 1999 (a date that seems to have some special
significance to the
millennialists) eschatological fervor will undoubtedly
increase. Meanwhile,
whoever or whatever is behind the UFO phenomenon is
apparently doing
everything possible to keep the true nature of this
mystery from being
understood.
But rather than being an indicator of biblical "End Times"
or "Earth changes,"
the barrage of UFO reports, BVM sightings, abduction
accounts, channeled
messages, religious hysteria, and inside poop from the
CIA are probably
nothing more than further attempts to distort the signal
with more noise.

Monster in the Wilderness

The HAARP project being constructed near Gakona, Alaska will create the
largest-of-its-kind ionospheric heater using computer controlled radio frequency
transmitters. HAARP, which stands for High Frequency Active Auroral Research
Project, is a joint effort of the Air Force and the Navy. HAARP program
manager, John Heckscher, claims that it is a research project with both military
and civilian benefits yet only military experiments can be found in the
documentation for the project. The acronym implies something to do with the
aurora, but none of the project papers mention that aspect. What sounds like an
engineering feat deserving of public accolade, has remained suspiciously low
profile, almost unknown to most Alaskans as well as the rest of the country.
Documents acquired from the Office of Naval Research via the Freedom Of
Information Act reveal a more ominous purpose for HAARP. According to these
documents, the U.S. military believes the former Soviet Union has similar
heaters with which they claim to have achieved higher levels of ionospheric
reaction than possible so far in the "West". Although smaller in size than the
HAARP project, there are many other ground based transmitting heaters in
operation around the world; Tromso, Norway and Arecibo, Puerto Rico among them.
Can these heaters already be changing the weather, and have they somehow
contributed to the recent climate-based catastrophes in the U.S? Might
migratory species traveling through the "rays" have already experienced
irreversible damage? How many humans have contracted cancers that might have
remained dormant if not "excited" by these transmissions? When Russia's
Zhirinovsky speaks of secret weapons, is he referring to their version of HAARP?
HAARP first came to my attention in the spring of 1993, when a neighbor and
airline pilot brought me materials on the project. The FAA had briefed
commercial pilots in Alaska on changes needed to avoid interference from future
HAARP transmissions. As a ham radio operator, my neighbor assumed that I had
some knowledge of the "giant transmitter" and its effect on other
communications. After making inquiries to other hams, a few recalled seeing
announcements for public meetings in Glenallen and Anderson, Alaska. Several
then attended these Draft Environmental Impact meetings and gathered
information.
FAA personnel, pilots, communications engineers and others raised serious
questions during the HAARP Draft Environmental Impact Statement process.
According to official statements, these questions were all properly addressed in
the Final Environmental Impact Statement (FEIS). Closer examination reveals a
different story. Local FAA engineers, aware of the heavy safety dependency of
airplane communications, voiced strong objections. The national FAA, however,
overrode these objections and gave HAARP the green light after "assurances" that
lower level concerns would be accommodated. The FEIS admits that all forms of
radio communication are subject to interference, yet completely ignores the
concerns expressed in many of the comments. Individuals, organizations and
agencies that use radio for their day-to-day livelihood were left with a "let us
know and we'll try to mitigate it" promise. It is important to remember the
definition of mitigation is "to reduce", not "to eliminate". What recourse does
the Alaskan Bush communicator have when their radio transmissions are rendered
useless by HAARP? That is their only form of communication.
The FEIS and other Department of Defense documents indicate that interference
problems would be too great to allow it to be located near other military
facilities in Alaska. What kind of monster is it that they can't even locate it
near existing military bases? Even the National Telecommunications and
Information Administration (NTIA) has reservations about HAARP transmissions.
They would only permit one of the test sites (Mineral Wells, Texas) to operate
and so far have declined to extend all the requested frequency/power privileges
necessary for the Alaska site. The enormous lobbying power of the military may
overwhelm reason and force the NTIA to go along with the HAARP request. After
all, Gakona is a "virtually uninhabited" area of the world.
Electromagnetic radiation has drawn increasing interest in the form of health
impact studies and research worldwide. The HAARP project will generate massive
amounts of intentional and some unintentional radiation. The HAARP
environmental impact statements deny possible biological effects on humans,
citing obsolete IEEE standards that basically say if the radiation isn't causing
you to feel heat, it does not harm you. The preponderance of current studies
indicate there can by promotion of cancer growth, disorientation, and other
negative physical effects from low level, non-heating electromagnetic radiation.
Why have our government agencies given their affirmation to something so clearly
controversial?
After searching for answers to HAARP questions for the past year and a half,
what has surfaced are very few answers and many more questions. How dangerous
is HAARP (some physicists fear severe planetary consequences)? Commenting on
HAARP in the April, 1994 issue of Physics and Society, C. L. Herzenberg says
"...this technology does present issues that need to be publicly addressed by
the technical community". Can HAARP change the ionosphere and weather
patterns?? Can HAARP disrupt worldwide communications?? Can HAARP damage or
destroy wildlife?? Will HAARP radiation change the migration habits of animals
that come near it?? Can HAARP cause cancer?? Can the ionospheric effects of
HAARP be controlled?? Why has the project been kept low profile and secretive,
by the sponsors and the contractor (an ARCO subsidiary)? UPDATE: JUNE 1994 -
ARCO sold their subsidiary to E-Systems, the 41st largest U.S. defense
contractor noted for their counter surveillance work. Why have Alaska's public
officials avoided providing serious answers to the public's questions?? Anything
that can generate these questions deserves the MONSTER title and our serious
attention.
Additional pieces to the puzzle that have shown themselves only serve to
heighten speculation that we are not getting clear and concise answers. There
is a connection to the recently installed Cray supercomputer at UAF and to the
Geophysical Institute there. There is an obvious power requirement that might
be met by a proposed coal power plant at Healy, connected by a proposed power
distribution intertie. Some of the experiments will require "seeding" the
ionosphere with chemicals that could be delivered by rockets from the Poker
Flats rocket range near Fairbanks. Patents held by the ARCO subsidiary building
HAARP describe a similar ionospheric heater and claim abilities to stop
missiles, change weather, and disrupt global communications. The inventor,
Bernard Eastlund, claims he was hired by ARCO to find a use for their Alaska
North Slope gas deposits; hence, his inventions described in the patents.
Microwave News May/June, 1994 reported Eastlund said "The HAARP project
obviously looks a lot like the first step toward this."
The Gakona location is interesting as it was once destined to become an
over-the-horizon radar facility. The Cold War ended before it could be
completely built. This left the military with a remote location with buildings
and generating equipment partially completed, and a choice - either restore it
to its original natural condition or find another use. HAARP conveniently fits
the site. Is the choice of this remote site for these monster transmitters more
a factor of fewer people to complain? Does it reduce the number of humans
exposed to HAARP transmissions thereby reducing the liability? What about the
wildlife in the area, what exposures will they be subjected to? One need only
remember experiments of another era that generated nuclear fall-out killing and
crippling humans and animals in its path. It only took forty to fifty years to
get the agencies involved to admit liability.
In order to get an idea of just how large the HAARP transmitters are, imagine
all the ham radio operators in the United States (there are over 500,000)
transmitting at their maximum allowed power from one giant antenna. That still
would not be as powerful as HAARP's multi-gigawatt (giga = billion) radiation
capability. The average Alaskan ham can communicate across the state with less
power than will be in the unintentional harmonics and side-lobes radiated by
HAARP.
What exactly will HAARP do? According to HAARP project documents it will
"perturb" the ionosphere with extremely powerful beams of energy. Using
polarized, pulsating radio frequency transmissions to perform experiments which
include devising methods to destroy the communications capabilities of others
(presumably an adversary) while preserving their own communications.
Experiments with mirroring and reflecting abilities of the ionosphere (abilities
we currently depend on for all forms of communication) will be carried out to
see what military purposes may be served by the resulting changes. An apt
analogy that springs to mind is that of an inquisitive youngster poking a
sleeping bear with a stick, to see what might happen! What will we do once the
monster is unleashed?
The Alaska location was partially picked for its alignment with the earth's
magnetic force lines. Military experiments with the magnetosphere also appear
to be planned. And again the scientists warn of possible dire consequences,
including setting the earth into some unexpected vibration or oscillation,
similar to an axis wobble. Many scientists such as Richard Williams writing in
Physics and Society in April, 1988 have denounced this kind of testing as
irresponsible and downright dangerous, fearing long term negative ionospheric
effects. Also, like any magnet, the force lines will react at their opposite
pole, near Australia and New Zealand. Australians are concerned enough to
consider sending a team to Alaska to document and investigate HAARP. Shouldn't
Alaskans be interested too?
A group of NO HAARP activists is seeking to formalize their opposition by
incorporating as a non-profit organization or affiliating with an existing
group. Their prime purposes will be to promote awareness, file legal actions
and other activities focused specifically on HAARP, something no group is
currently doing. In fact, probably due to the remoteness of the Gakona
location, it has been difficult to get outsiders interested. We are quite aware
that the promoters of HAARP fully realize that they have the upper
organizational hand and the money to outlast our grassroots opposition. Those
of us in NO HAARP are committed to doing what we can to stop the project before
it comes on-line with full power in 1997. Considering the project has been
underway since the mid-1980's, this will be a difficult task. Luckily it was
not completely funded as of a year ago. There is hope that legislative
alternatives to stop it may exist as well. John Heckscher was quoted by
Microwave News in the May/June, 1994 issue saying that "money for completion of
the demonstration project is in place . . . but the larger facility would
require additional funding from Congress". Unfortunately, this additional
funding is likely to be buried deep in the DOD budget.
What can you do? Of course you can try to "write your congress person". The
Alaska delegation to congress is noted for their alignment with the military so
don't expect too much action from them. Send contributions for the NO HAARP

International Symposium on UFO Research

as Commanding officer of the U.S. Army Intelligence and Security Command

GEN. STUBBLEBINE: (Begins with casual remarks on "why a person like me is
in a place like this talking to a group of people like you on a subject like
wherever it is we are talking today; continues with casual jokes about
rapturing the audience, ethnic jokes about Hittites "with a slight Japanes
flavor" about kamakaze pilots on WW2, leading to the phrase, "Are you ou of
your fucking mind? That, ladies and gentlemen, is the title of this talk
because what I plan to talk is remote viewing"). So what is remote viewing?
(From now abbreviated as RV--ed.) First of all, it is a very systematic, very
controlled method of accessing inforrnation that is not normally available by
any other source, that's about fi~ll isn't it? Accessible information that is not
accessible by any other source. I told you, if you either did it or believe in it,
you probably would be out of your mind because everyone knows that that
is not a doable do, can't do that, however, we can and we do, so first of all let
me tell you a little bit about what remote viewing is. It is independent of
time, OK? So I can go past, I can go present, I can go future. It is independent
of location, so I can go anywhere on this earth, I can go into any closet, I can
go into any mind, I can access that information at any location that I choose.
It is independent of space, therefore, I can access that information any place
in on the planet or off of it if I choose; and it is independent of
countermeasures, I believe I put a caveat on the last one, not a caveat on the
first, small caveat on the last one because all of the research has not been
done at this stage on the counter measures. There are indications that some
counter measures are possible, we have bumped on indications of counter
measures but that piece of research has not been done at this stage of the
game, so I believe it is independent of most counter measures, I am not
totally convinced that is independent of all countermeasures. What is
remote viewing not, if I can screw my English there? What will RV not do,
OK? Well, first of all, it is not a panacea, it is not a end-all to all end-alls, it
provides threads, it provides ldeas, it provides detailed information, but it
should not, we do not and should not be used as an absolute panacea, an
absolute truth; it needs to be, that information that's gleaned from the RV set
needs to be taken and co-related with all other information that you know in
order to make the picture that you then makes decisions and
recommendations from there is a lot of differences between using it as an
end-all and using it a a tool, as a tool to provide you information that you-
cannot get in othe ways and to make sense of the picture that you think,
there is a lot of difference between using it as gospel and using it as a tool to
be integrated with the rest of the tools that are available.
What is it not? lt does not not at this stage of the game, do numbers well nor
does it do words well or letters well. For instance, I could not go in and read
a report that is in somebody's safe, I might be able to get the essence of that
report but I could not read it, I can get sensings of it but I cannot at this
stage of the game go in and do the reading, and numbers or particular hard
letters are hard, OK? What is it not? It is not a tool to be used by the callous
or the undisciplined or those people who have for want of another word or
another thought, let me call it an evil intent and I know that word has all
kinds of ramifications, but it is tool that is to be used to help, not a tool that
is to be used for illicit purposes, so that gives you a little bit of an idea of
what it can do and what it can't do.
I frequently get the question what is the difference between RV and natural
or personal psychic abilities, I get that question very frequently from people
who don't understand when they listen to the words that I am talking about,
so they say, ah! but I know a psychic who does, so they say what is the
difference between what you do in a RV sense and what they do in a pure
natural, psychic fashion or manner? There are a couple of differences and
the first one is the training- The training for our viewers in a one year, six-
stage training course, one year six stages, OK? so there is an incredible
amount of very carefully monitored, very carefully metered very carefully
controlled process that is taught to all of our remoteviewers, and as Steven
(Greer--ed.) indicated, I am the Chairman of the Board of this company
called Psi Tech and we have six remote viewers, a of whom have been
through the one year training as well as a lot of expierence of doing RV itself,
each one of those is a very well trained, very controlled person, very highly
disciplined individual- Sometime ago whe we had the draft, we haven't had
the draft in the Army for a long period of time, but at one time the Pentagon
was considering the kind of people it ought to draft, the ones that would
really make good soldiers, and the conclusion was that they should be
married, and somebody said, I understand, very simple, they learn how to
take orders. Well, yes, true of the people who do the RV, they must be
willing to follow the instructions, the sort of programming, the methodology
that is used.
The second major discipline in all of this is that there is a very carefully
established protocol or methodology through which and by which remote
viewers are actaully given their task and how they do both their RV as well
as their reporting, so there is an incredibly tight protocol established to
make sure that the information that we are getting out of the data bank--
and let me through out a theorem, that there is a huge data bank that exists
out there that can be accessed, OK? there is a huge bank out there, all you
got to do is go access it, who can access it? Anybody, anybody can access that
data bank, alright, these remote viewers did not have any special psychic
abilities before we select to training, they didn't, OK? they were just like you
and I, or almost, but pretty close, they were just straight normal people who
we trained to do this process. Incidentally, how many people in this
audience either think they are, or believe they are or play at being a psychic,
or do psychic channeling, readings or anyhting (It seems that first there is
only a small show of hands that grows at Stubblebine's urging--ed.) The
difference between the two is first of all the training, second the controlled
mechanisms in which we handle our remote viewers. Now let me kind of
walk you through a typical problem to give you some sense of how it occurs.
Lets assume an airplane crash, its relatively easy task to do, all we do is we
take three of our viewers and we will tell those three viewers as much
information about the crash as we know, a) it was an airplane, b) it was Pan-
Am, c) it was flying over wherever, Colorado, and it was at such and such a
time and it disappeared, and no one knows where it went, OK? What
happened? The other three, now, we don't do that, all we do with the other
three is we give them a controlled coordinate, incidentally the controlled
coordinate is not the coordinate of the plane crash site because we don't
know where that is, it is nothing more than a control for the controller of the
exercise to measure that all of the remote viewers are on the same sheet of
music. Each of the viewers now goes in and independently does his or her
thing--incidentally all of our viewers right now are males, however, I have
had female viewers and so that's not, how do I express it? Right now we are
very sexist, we have all males, however, that is not a bar to do RV, as a
matter of fact women do very, very well as long as we can get them to the
controlled protocol. I will tell you that one who we tried to train who was
already a natural psychic, did not work well because the natural psychic
ability kept overiding the control mechanisms and therefore we were having
trouble making sure that everything stayed within the discipline and within
the control box. The all six then go off independently and do their thing, and
when they come back, theywrite out their report and provide each of the six
reports to the controller, the controller now takes the six reports and begins
to analyze the reports to see wherc the similarities and where the
differences are, and from that, you then decide, or the controller decides
whether you need to send that viewer back into session again for additional
detail. For instance, and it frequently happens that one viewer will get a tail
number or an indication of a tail number, you know, I told you numbers are
hard but the tail numbers are relatively large numbers and so sometimes
you can get an indication of the tail number; the sencond one will get you a
crash site that is on top of a mountain or a third of the way down the
mountain; another one may get you a piece of a coordinate or get you a
coordinate, know exactly where that is, another one will get you that
everybody is dead or most are dead but some are still alive, so you get
different essences out of the six remote viewers.
Incidentally the remote viewers do not have to be on a single location, and
most of ours are not, many are in the larger Washington metroplitan area,
but one of them is in Minnesota and another one is out in Kansas, so they do
not need to be co-located when they are doing their work. Each sesslon
incidentally is about a 45 minute session, we find that you go much beyond
45 minutes and you are beginning to run into lapses or a lapse in the energy
field and youbegin to slip off the quality of the information, so we try to
limit the sessions to about 45 minutes. After the controller has taken a look
at each one of the reports, he then decides on what additional work needs to
be done, do you send it back to get additional data or you are satisfied with
what you got, you have enough now that you can go out and write a report
for the individual or the company that paid you to do the RV to begin with,
so that gives you at least a sense of how one of these projects would work.
Let me talk now about some examples. I mentioned that you can go into the
past or you can go into the future. Tomorrow, I believe, you get two sessions,
one is with Scott Jones who I believe is going to talk about Tunguska, which
was a project that Psi Tech did, and obviously, the event in Tunguska
happened way in the past; you also will also heard from Dr. Laibow, she is
not talking about her project, but Psi Tech did a project for her and for
TREAT on the Phobos-2 probe, that information was quite revealing
released any of it at this stage of the game because we are working with the
Soviets and trying to get confirmation from the Soviet system as to to the
accuracy of the Psi Tech RV report-so that we can get some co-relation as to
the quality of project, a) that large and b) that complex. So incidentally the
Phobos-2 probe disappeared off of Soviet radar screen just suddenly, it was
operating and suddenly it wasn't, and so there was a lot of curiosity about
what occurred, and there has been a lot of speculation as to what really
occurred to the craft, and if the remote viewers are correct, it will be a quite
a revelation when we finally get the confirmation that we think is available
out of the Soviet Union.
In any event, those two are projects of the past, let me now talk about
projects that were of the future, that are no longer of the future, but they
were at the time that they were done. One was a very large corporation here
in the United States wanted to know what the power source was going to be
on the lunar station on the moon when it finally got there, and we said, that
sounds like an interesting project, so we took a look at that. Now that had a
couple of components, one was what was going to be the power source, and
also there was an indication that they wanted to mine the rock on the moon,
the lunar rock, in order to extract both the hydrogen and oxygen, you
combine the two you get water which you can drink, but you also get energy
which you can use for an energy source, but you also get oxygen which you
can breath, so it sounded kind of neat.
However, when we looked at it, that's not what we found, what we found
was a small, portable existing nuclear reactor, OK? That sounded neat
because it was already here, it existed on this earth, there was one problem
with it, it wasn't in the United States, as a matter of fact it was in the Soviet
Union, and everybody said, oh my goodness gracious, that can't possibly be,
as a matter of fact the client in this case said, I didn't want to hear that
answer, OK? I really didn't want to hear that, besides I can't get to that
reactor anyway because the Soviet is still a closed system, OK? Well, I don't
know whether you have been reading the newspapers lately, but there is or
has been in the newspapers a system, a Soviet system called TOPAZ, and
TOPAZ, the United States just bought or just arranged to buy, I don't think its
gotten here yet but it arranged to get it here, and it is a small portable
existing nuclear reactor that is suitable for space, OK? and that work was
done for this corporation about three years before, two and a half years
earlier, so the work was done but it was done for a future event, and in
essence at least part of that future event appears to have taken place... (End
of Side A)...
The lunar exploration is actually up there and operating and that's the
system they have, I can't (do anyhting about it?) because we haven't got
there yet, thats what the indicators are. The second kind of interesting
project dealt with again a very large U.S. corporation that had extensive
interest in the price of oil in the Middle East and what would be the impact
of what was going on in the Middle East and what would it look like when it
was all over; in other words, they really were interested in after the dust
settled over in that part of the world, what was the situation going to be so
that this corporation could make up its mind how it wanted to posture itself
vis-a-vis the then time frame, now the time frame was August 1990 and
that was during Desert Shield, not desert Storm but desert Shield. The
project was to look inside (Saddam) Hussein's head and find out what he was
thinking and where he was going and what he was going to do, now this was
ahead of time, I want you to know this was before Desert Storm, this was
Desert Shield, alright? The attempts, in spite of two assasnation attempts he
would stlll bc there and he would still be in charge, OK? Well, one of those
assasination attempts has been verified, I've never seen any intelegence or
information or corrobarotion about the second assassination attempt, I know
that one was attempted, OK? He obviously is still alive. The second piece of
that not asked for, but clearly indicated as picked up by the viewers as they
looked at it, was a huge oil fire, huge oil conflagration. Well that's kind of
interesting because that obviously also occurred.
Now let me get back to the sort of the psychics versus the remote viwers
because I don't admit this and God and this is on tape too, Jesus Oh Boy! I am
not a trained remote viewer, I am not a natural psychic, OK? However, I do
get, I am highly visual and I do get lots of interesting images; about two
months before the fires actually occurred in the Middle East, before Hussein
actually set fire to the oil wells. I had seen an incredibly dramatic image; and
it was of a huge fire; now the fire, I can see this incredible set of black
smoke and I could see vertically what to be sticks, you know, I could see the
base of, and I concluded that is was a forest fire, OK? and so i took it out of
Kuwait and I moved it somewhere else in the world because there are no
trees in Kuwait to have a forest fire with, you know, logic tells you that there
are no trees, therefore you cannot have a forest fire, therefore, it cannot be
Kuwait, boom, all right?
Wrong! Wrong! The minutes those pictures came on TV I knew
instantaneoulsy that that's what I had seen, and what I had misp~ the trees
with oil rigs, OK? Now, what happens in that case is wha overlay, and it is
part of the protocol to remove that overlay fron remote viewers so that you
don't get that misconclusion or that misdirection, it is precisely what we do
in the controlled process, protocol that extracts the overlay away from the
expierence of the individuals See, my expierence says if you got stick you got
trees got trees you got forest fires, if you got forest fires you are not in
Kuwait right? Boom! See the logic? All of that was overlay that I put there
myself, now we don't allow that with our remote viewers and we do have a
protocol that stops that dead in its tracks and removes that overlay do that
we don't get the expierential piece in there, we get access to the data is in
the data base to bring it back and give it pure, that's the system and that's
the primary difference between the sort of the pure psychic and what we
believe to be the remote viewers, or our trained remote viewers. (Jokes
about onions with long ears that occasionally bring tears to your eyes) That
really is the neat part about remote viewing because occasionally you get
right on the money, so much so that bring tears to your eyes if you are right
there, that's kind of the essence of the difference between those two
elements.
Let me talk to you about where you might take this kind of a tool and do
something with it, and again I am not sure I want to be on tape for this. We
have looked at Mars, we have looked at UFOs, we spent some time looking at
Mars, tomorrow I believe that you are going to hear a presentation on the
Mars phenomena, and if I am correct, that you will be told that there are
structures on the surface of Mars. I will tell you for the record that there are
structures underneath the surface of Mars that cannot be seen by the
Voyager cameras that went by in 1976, which is what you are going to hear
tomorrow; I will also tell you that there are machines on the surface of Mars
and there are machincs under the surface of Mars that you can look at, you
can find out in detail, you can see what they are, where they are, who they
are and a lot of detail about them. Now, you can do that through RV and I
defy any sensor anywhere in this world today that can do that kind of
analysis or give you those kinds of leads, it just doesn't exist today. Now,
someday we will put a Mars station, someday we will go there, someday we
will see all of this, someday we will find it, but today you do not have any
capability to verify what I am saying so I can I say it, which makes it nice.
As far as the UFOs are concerned, they can be accessed, they can be tracked,
we have looked at the propulsion system for them, that's not a hard job, you
can track them back to where they come from, whether they come from a
place here on this planet or whether they come from a place on another
planet, they are trackable and you can take a look inside as well as outside,
so again it is a tool that is available to be used for the UFO research and I
guess, I guess that's the reason that I am standing on this platform in spite
of my misgivings and feeling a little bit nervous like a tree on a Lassie
program. Last but not least, let me explore the fact that this technology has
not been proven in terms of a Mars or a UFO kind of a tool, I will tell
you, however, though, because one of the things which I am sure is going
through everybody's mind is what is the statistical success rate if you will,
how good are you, how good are your remote viewers, where do they stand.
Are they 50-50, because I can flip a coin and do that; are they at 51 versus
49, because if they are that's better than the flip of a coin. I will tell you that
its better than a B-plus, better than a B-plus, now for all of you who
remember, I had trouble remembering that far back to High School, it was
about 200 years ago, but if my recollection is correct, B-plus was about 85 or
better. If you do it properly and begin to take the project, get the large
overview, take it down like a telescopic lens to the next layer, take it down
to the next telescopic lens cut out into the next layer and kecp going down
until you are down to the nuts and bolts, that number can go as high as 95
percent success rate, it is a phenomenal tool, it is a phenomenal tool. We
have failures, yeah, we have some, not often but we do, occasionally you get
noise, you get an overide of some sort, and that's why I said I am not sure
about all of the counter measures at this stage of the game, OK?
Just one second, there have been people who have told me that its a crazy
notion, that why would you ever risk your reputation doing something like
this, why would you ever accept something like this. Well, my feeling is a
little bit like the notion that if you try and don't succeed, you give up, my
thought is if you try and don't succeed, don't play Russian roulette, however,
if you keep at this remote viewing set or use or think about this tool, I am
sure that we can unlock a number of the mysteries that still confound us in
the enigmas in all of our our thinking, its a tool that's available, its a tool that
is now and its a tool that needs to be stressed and used to find out where its
limits are. I have put some literature down here in front for people who
would like to pick up some of the literature from Psi Tech that is available.
You know, I don't like the phrase don't cross the bridge until you get to it,
and the reason that I don't like that phrase is that there are lots of leaders
who would cross bridges in their imaginations hundreds of miles ahead of
the main procession, and they did spend the bridge, and in closing I will
state, and I don't know who said this, but there is an interesting phrase that
I like that says, don't go or don't follow the trail that others have gone off,
instead make your own path, grow your own path, but, but leave a trail
behind, OK? That's what RV is right now, its an exact position as a pioneer of
where the RV is, now, I believe there were a couple of questions back here,
yes.

OK, let me answer the last one first, the protocol was developed by Ingo
Swann who is himself a natural psychic, and he has patented the protocol,
that's first and foremost; the second, where we get the errors, the errors
appear to come out of interference, now what is interference? Interference
appears to be some counter measure of some sort, so there appears to be
some areas that we are having trouble accessing, it appears that when you
have trouble accessing them that there is a wall that has been built up, I
don't know, I guess I'd call it a psychic wall of some sort. (Audience
interjects comment) You get, you sort of bang up against a wall, you go bonk.
I have just been reminded that Ed Dames who is the president of Psi-Tech
and is himself a remote viwer, but he doesn't do much, he acts more as the
control. (Mentions Ed's talk in Atlanta for TREAT IV and the transcripts will
be available sometime in the future).
(Q about mental state of the viewers). Completely passive, totally passive
obviously is a state of mind, the individual state of mind, heavily Theta, for
those of you who understand brainwaves, its a Theta brainwave state of
mind that they are in, we've actually measured some of them and they are
very heavy in the Theta brainwave arena, but it is totally passive as far as I
can tell, there is no active instrument other than the mind that is accessing
the information.
(Q on to what extent are major Government using RV) I haven't the foggiest
freaking ass idea (laughter). You did see foreign governments, thats what I
thought you said. (Questioner clarifies he said major governments). Rule one,
I will not talk about anything that preceded my retirement, OK? excuse me, I
will not talk about anything that preceded my retirement that is classified,
that's a better way of expressing it, so anybody that and I have been asked
that question over and over and over and over again, I made an oath, I have
no intention of breaking that oath. Now, let's talk about foreign governments
because that's a different story. The Soviets have been doing RV, they call it
extra-sense, they have been doing that for years, at one time the Soviet
budget, the second highest part of the Soviet budget was in paranormal,
parapsychological experts that's not true today but that was true probably
six years ago. at least six years ago, that was a true statement, so the second
highest right behind the defense budget was the money for the
parapsycolocial/paranormal work, so if there is anybody who doesn't believe
that the Soviets have been playing in that business, does not understand
what they are doing. We have been in contact, and as a rnatter of f~ct for th
my knonewledge, we had on the platform at TREAT-IV in Atlanta, we had on
the platform simultaneously the president of Psi Tec, Ed Dames, and the
president of a Soviet enterprise, civilian enterprise headed by Ivan Sokolov,
who does the same thing in the Soviet Union, I think thats a first, OK? And
what we are trying to do together is to devise a project that will use the
capabilities of both organizations, and the one we are focusing on right at the
moment is finding and cleaning up the environmental hazards so that we
begin to work on some of the incredible environmental problems that exist
in the Soviet Union, so we picked the environment, its benign, it doesn't get
this country upset or this government upset, it doesn't get their government
upset, its something that needs to be done and so we try to pick something
that its an absolutely benign topic so that everyone can support it forward, I
don't know if that answers all of your questions, but it gives you a little bit
of a ramble. Yes, mam.
(Q on UFOs). We got ten years of data that's stacked up, that we kept in the
closet for many of the same reasons that a lot of, well, there are people who
are just barely now holding up there hands and saying, yes, I think I believe
in one those, at least publicly, there is about ten years of data that we got
stacked up on the UFO phenomenon, that's the good news; the bad news is
that its not all in the kind of order that it needs to be, so it needs to be gone
through it, sort it, begin to analyze it, the problem with that of course it costs
money and money doesn't grow everywhere for such projects, so somebodys
got to be interested in doing that but a lot of it exists, yes?
(Q on Sunspots interference with RV) I don't know, he wants to know
whether sunspots would impact or affect the ability of the remote viewer to
do the RV job, the reason I hesitate is because I never even thought about it,
now what I have thought about or those areas where we begin to get what
appear to be interference and appear to be counter measures and trying to
sort that setout and make sense of it. Now, what I haven't thought about it is
whether that was a natural occurring phenomena or an intentionality on
someone else's part who is in fact trying to interfere or in effect jam our own
ability to access, so the answer is I don't know, it would be a very nice
research project.
(Q about your agency, which he reacts to, Psi Tech) Yes, we can talk about
that. (Whether Psi Tech has been contacted to work on counter measures)
No.
(Q on tracking of UFOs) Earth, Mars.
(Q about a rumor circulating on the Roswell crash). No, stop that, please stop
that rumor, first of all Ed (Darnes) has not looked at Roswell, OK? He has not
looked at Roswell, now there was a thought that he would like to, and that
has been blown from the thought that I'd like to look at it to the thought
that, you know, and Ed went uuuuuuh, out of site, mean, it followed a UFO
cunre, OK, so kill that rumor. Way back in the corner.
(Q on Mars machinery). Its moving, the machinery is moving, so I dont know,
if its from a leftover civilization its got a long-live battery, its better than
any of the dolls we put out on Christmas, I tell you, OK?
(Q on more of the same). Yeah, its a structure, that's what I say, there are
structures on the surface, and incidentally I don't want to take thunder away
from any tomorrow, because you are going to get a chit-chat about that
tomorrow and I don't want to trail on somedoby else's toes, all I that I am
saying is that there are structures on top, there are structures underneath,
there are machines on top ahhhh I got a UFO!!! (Laughter) Zooong and
another alien hits the dust. OK, we need to warp this in short order.
(Q on whether viewers need to be in trance). All the viewers that we chosen
so far are known quantities, there are all people that I know personally, and
thats very important because it goes back to that pitch that I made or that
notion that I made on what RV was not in the beginning, and I cannot afford
to have anybody that does not have absolute total integrity and absolute
total that I can totally trust, so I demand total integrity, totally integrative
person, because I don't want this thing done in a way that will in any shape,
form or fashion be construed as being outside the limits of normal conduct,
so they are chosen very carefully. The second thing is, do they go into a
trance? Well, I think mentioned we measured some of them and they are in
a Theta brain wave state. OK, one more.
(Q on crop circles). No, only because, you know, we are a for profit
organization, Psi Tech is a for profit organization, OK? and if somebody would
like to have the crop circles looked at, we would be more than happy to look
at crop circles. Now there has been some very casual looking, you know, just
to kind of test what it was and what was going on, and so there is some
minor inforrnation, but we have not really done that as a process. OK, let me
